Agency Project Scope (Description of Work Needed)Payroll Based Journaling ProjectThe Centers for Medicare and Medicaid Services (“CMS”) will require the Agency to submit verifiable and auditable direct care staffing information for each of the Idaho State Veterans Homes beginning July 1st 2016. Project objectives is to develop a system that: (1) extracts, transforms, and load (“ETL”) State employee data from the State Controller’s Office for submission to CMS; (2) develop a system to collect contracted employee data for ETL and submission to CMS.Application Redesign and Migration ProjectsRedesign and migration of existing SharePoint applications into standalone applications for the (1) Cemetery Management System, (2) Volunteer Management System, (3) and In-service Management System. The software engineer will develop standalone applications in a manner that simplifies the help desk support burden, future application model customization, feature development, and troubleshooting tasks for the existing Agency IT staff.General RequirementsA System Requirements Specification (“SRS”) will be created for each application prior to implementation. A descriptive, non-abbreviated naming scheme will be used for code objects and their purposes will be described. At minimum, XML source code comments will be used to describe class summaries, property descriptions, method parameters, return types, and when necessary special remarks and code examples to assist future developers. Engineer must use the technologies described in the Specific Skills Required section to complete this order.Application RequirementsAll described applications will have the following common application requirements: (1) will not require an application server host such as SharePoint or Internet Information Services; (2) implement a Windows Forms controls and components platform; (3) utilize an on premise SQL server as the application data store; (4) implements a framework for automatic User Interface generation; (5) implements an Object Relational Mapping (“ORM”) framework that automatically manages data access layer code functions, and database schema updates from business object class code; (6) avoids the use of SQL stored procedures where possible; (7) when required, refactor existing databases for data quality and normalization prior to migration; (8) ETL data into redesigned applications; (9) implement an application model editor that provides program feature customization at runtime.Specific Skills RequiredC# programming language.ExpressApp Framework (XAF) and Express Persistent Objects (XPO) application development framework and ORM framework.Model-View-Controller (MVC) architectural design pattern and coding practices.Understanding of NET Framework class libraries: XML, Text, IO, Net, Directory Services, Component Model, Language Integrated Query, and Windows Forms coding practices.Microsoft SQL Server, Data Quality Tools, SQL Server Integration Services, data cleansing, database normalization, and ETL practices.Development of SRS documentation, use cases, acceptance criteria, and test plans.Team Foundation Server, Scrum, and Kanban agile software development project methodology and tools.Visual Studio integrated development environment.Qualifications
