Delmock Technologies, Inc. is seeking a Program Manager to support the anticipated National Institutes of Health’s (NIH) Center of Information Technology’s (CIT) Risk Management Framework (RMF) and Cybersecurity Operations contract.
As the PM (Program Manager), you will play a crucial role in overseeing and improving the performance of our contract’s requirements. Managing the customer, employees, vendors and partner expectations will be important for the overall success of this role. This position requires a person who can lead, manage, and demonstrate a deep understanding of federal RMF and cybersecurity policies, solutions and protocols.
Responsibilities:
Manages Enterprise IT systems, cloud systems and network security Program.
Provides program management of Cybersecurity assessments of new enterprise implementations or initiatives.
Provides overall leadership, direction, and oversight of day-to-day activity management and task order response.
Serves as the primary point of contact with NIH.
Leads the supervision of all aspects of contract and task order work, including employee identification and management, dissemination of information, and submission of reports and other contract deliverables.
Responds to task order requests and provides central management and oversight of task orders under this award.
Works collaboratively with NIH leadership, field project managers, technical officers, contracting officers, and contracting officer representatives to carry out acts to support and respond to task orders, ensure mutual understanding of expectations, and adapt to emergent changes in the operating context.
Selects, places, supports, and provides technical and administrative direction and guidance to all technical experts carrying out technical requirements.
Prepares meeting agendas, minutes, briefings, speeches, papers, letters, manuals, job aids, or other documents at the request of the contracting officer representative.
Designs, develops, and deploys dashboards and related tools.
Develops and maintains components of task project schedules for tracking task/sub-tasks specifically identified by the contracting officer representative.
Ensures quality and control methods are applied consistently and transparently for all contracted tasks and functions.
Works with Delmock Technologies to oversee compliance and performance (financial, operational, technical, etc.) of the IDIQ contract and subsequent task orders.
Supports the development and delivery of high-quality materials and presentations aimed at different audiences, including decision-makers.
Minimum Requirements:
Bachelor’s degree or higher in business administration, human resources, management, scientific research or clinical environment, or another relevant field.
At least five (5) years of experience in program management overseeing and/or performing staffing, budgeting, scheduling, and client interaction.
At least five (5) years of experience successfully managing and leading high-performing teams.
Skilled in all facets of managing complex programs (i.e., Leadership, Technical Expertise, Effective Communications, Hands-On Cybersecurity experience, Collaboration skills).
NIH client experience preferred.
Desired Certifications:
PMI/PMP, CISSP, and ITIL
Clearance:
Public Trust Clearance or higher is required.
