INFO TECH SERVICESBrief Description

The Business System Analyst role will be responsible for analyzing business systems, processes and technology to ensure resources are maximized to fully meet the departmental and organizational needs of the county. Requires strategic design and mapping of business user stories and solutions to system/technical requirements. Responsible for creating/documenting process maps and writing technical specifications for new solutions including custom development and system integrations. Provides best practice recommendations for software and process solutions. Determines training needs, develops curriculums and hosts training sessions. Collaborates with IT staff and leadership in all phases of the Software Delivery Life Cycle (SDLC) and provides documentation deliverables as required. In addition, this role troubleshoots and resolves a varying complexity of application and system issues. Partners with Dallas County departments, various internal IT teams and external vendors to ensure consistent operational efficiency and performance. Serve as a project technical resource. Update project plan schedules and sprints. Create project documentation deliverables. Complete assigned project tasks. Participate in stakeholder meetings as needed. Reviews, analyzes, evaluates and documents current systems description and program functions. Maintaining and upgrading existing systems as required. Maintain and upgrade existing application software and install additional software as required for new features. Document the impacts of new business needs on the current system and provides document deliverables including recommendations. Serves as liaison to development and evaluates proposed software designs to ensure alignment to business unit requirements. Be able to create screen mockups and visualizations for review with management and stakeholders. Plan, Design, Implement, Configure, Test and Deploy solutions for new applications, and continuous improvement for existing applications via SDLC methodologies. Define and document customer business functions and processes. Map business processes as integrated with technical solutions, both current and future states. Provides moderate to advanced complexity technical support for system users to include problem qualification, fault isolation, problem determination and resolution of system and advanced applications issues and answers; and evaluates and prioritizes client technical inquiries and problems. Escalate with Dallas County IT Staff and 3rd Party support teams as necessary to address outages. Maintain assigned incidents, requests and changes in activity tracking systems. Gathers and documents user requirements. Test and validation of software fixes and new software versions/releases. Perform quality assurance review of deliverables for both, internal and external delivery. Manage and administer complex application security rights through user rights, roles and access. Design, develop, test and implement basic custom business reports. Participates in developing training curriculums and conducting technical training sessions. Participates in creating end user application training documents. Performs other duties and responsibilities as assigned.Job Requirements

Education, Experience and Training: Education or experience equivalent to a Bachelor's degree from an accredited college or university in Computer Science, Information Technology, Engineering, Business Administration, or in a job related field of study. Three (3) or more years of work related experience in broad-based systems and/or application technical support. Experience in system analysis with multiple programming languages, multiple hardware platforms, operating systems, and database management systems preferred.Special Requirements/Knowledge, Skills & Abilities: Skilled in the use of standard software applications (MS Windows, MS Office, etc.). Excellent analytical, organizational and time management skills. Clear and logical approach to problem solving and troubleshooting issues. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public in traditional and virtual settings. Must be able to communicate complex business concepts clearly, both oral and written, and interpret user’s requests. Work and communicate with a wide range of people - peers, vendors, staff members, broader functional and business leadership, and others. Consistently demonstrate professional, positive, and approachable attitude, demeanor and discretion. Must be able to work on more than one project at a time and across multiple teams. Business systems analysis experience with proven experience on medium - large sized, simple & complex projects by documenting requirements, establishing scope, objectives and determining strategy for testing & implementing systems to achieve business goals including: gathering and prioritizing customer requirements and working closely with business functions to ensure customer satisfaction goals are met. Ability to work independently as well as to be a team player in a fast-paced environment. Excellent teamwork, facilitation, relationship building, and negotiation skills. Ability to drive forward with proactive behavior and take ownership. Broad knowledge and experience with multi-tiered enterprise application architectures. Broad knowledge and experience of programming/scripting languages and reporting tools. Specific experience with T-SQL is required. Experience with SSRS, Microsoft Power BI, Crystal reports or stored procedure optimization is a plus. Solid experience with software quality assurance testing required. Knowledge of the principles, practices, and procedures used in the business analysis and design. Knowledge and experience of Software Delivery Life Cycle (SDLC) processes.
