Department Description
The Treasurer's Office is responsible for overall cash management, debt management, and property management. It provides support and assistance to the campuses on financing strategies, real estate issues, banking relationships, and other investment-related issues. It has a dual report to the Board of Regents and the CFO.
Position Description
The Deputy Chief Investment Officer (Deputy CIO) assists the Treasurer in their role as Chief Investment Officer of the University with all investments under department management including the $3 billion Treasury Pool. This position will work collaboratively with the investment consultant and managers to guide investment decisions and portfolio oversight. This position assists in analysis and reporting to the Investment Advisory Committee, Regents, system, campuses, and related entities. The Deputy CIO is responsible for proposing the most efficient allocation of resources and coordinating the work of various parties in a collaborative manner.
**This position reports to the Treasurer, CIO & AVP and is exempt from the State of Colorado Classification system.

**Duties & Responsibilities** Duties and responsibilities of the position include, but are not limited to:
Policy & Compliance: Assists the Treasurer with an annual review of the Investment Policy Statement and Operating Procedures to ensure the system is functioning within best practices. Provides the Treasurer with an annual policy compliance review, suggesting process improvements when necessary. Assists the Treasurer with publications related to the Treasury Pool investment program. Conducts an annual review of documented due diligence procedures to ensure best practices. Performs an annual review of system vendors/consultants. Develops, recommends, and implements an investment manager policy compliance framework with the system, fund, and regulatory requirements. Oversees and reports on all investment costs, including manager fees, trade costs, consultant, and service provider costs with comparisons to industry trends and best execution. Asset Allocation & Risk Tolerance: Develops, recommends, and implements an integrated asset/liability framework that aligns investment portfolio(s) sizing and risk tolerances with system cash flow variability and risks. Develops, recommends, and implements various risk management frameworks, practices, and deliverables, including assessments of portfolio construction, diversification of risk, unintended risk, and economic risk sensitivity analysis. Develops, recommends, and implements ESG (environmental, social, and governance) risk management frameworks. Performs ad-hoc risk/sensitivity analysis as needed to support the Treasurer's interactions with stakeholders. Portfolio Management & Operations: Point of contact with investment consultant, working collaboratively on portfolio oversight, research, risk management, and developing educational material for stakeholders. Monitors underlying asset class portfolio construction, analyses, and makes recommendations as needed. Monitors portfolio deviations from policy and produces a rebalancing analysis and recommendation as needed. Point contact on underlying investment manager relationships, including, at a minimum, quarterly interactions and an annual onsite meeting at the investment manager's office to refresh investment and operational due diligence. Assists with reviewing and negotiating investment manager legal agreements to ensure alignment of interests and understanding any material terms and conditions. Monitors capital market and economic forecasts to provide ongoing analysis related to the investment program. Researches and recommends new investment strategies that align with the CU Treasury investment beliefs and strategic vision. Establishes and maintains effective and well-organized investment processes to comply with investment policies while keeping the Treasurer appraised of any potential or existing issues. Works closely with Treasury staff to coordinate portfolio liquidity management. Evaluate, recommends, and onboards any investment-related software or service providers.

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty, and training. **Qualifications** Minimum Requirements: BA or BS degree from an accredited institution of higher education Ten (10) years' experience in finance, investment, or banking, or with the financial function of a large organization including: At least five (5) years of experience dealing with debt or investment issues. Preferred Qualifications: MBA or related advanced degree in finance, accounting or related area from an accredited institution of higher education Thirteen (13) years of professional experience in finance, credit, or a related area Thirteen (13) years of experience working with investment portfolios Experience working with financial models, cost/benefits analysis, and investment analysis Prior experience with treasury office functions Certified Treasury Professional (CTP) or other relevant certification.
