JOB DESCRIPTION:

Sehlke Consulting is currently seeking qualified candidates that will provide continued process improvement (CPI) analysis that, in conjunction with Marine Corps Logistics Command Supply Chain Management Center’s mission of strategic logistics services planning, will provide information used to facilitate decision making relating to inventory management augmentation to accomplish the continued logistics support mission to enhance Fleet Marine Force readiness and sustainability objectives.

Possess expert knowledge of Lean Six Sigma process improvement methodologies to facilitate CPI in support of secondary reparable procedures such as but not limited to:

Provide project change management support for client.

Facilitate CPI related meetings and projects.

Facilitate the SECREP WIPT, brief the Enterprise CSM Metrics Scorecard presentation and associated analysis to the SECREP WIPT, and capture SECREP WIPT business and action items in meeting minutes and the CSM POA&M.

Produce and provide briefings and other documents in support of CPI initiatives.

Utilize Statistical Methods for analyzing central tendency, variability, forecasting future trends, testing hypothesis, and developing metrics targets to optimize effectiveness and efficiency of supply chain processes.

Conduct root-cause investigations and conduct Value Stream Mapping (VSM) to develop Courses of Action (COAs) and Plans of Actions and Milestones (POA&M) in support of CPI initiatives.

Develop and maintain tools that extract data from systems utilized in the management of the Marine Corps supply chains and provides visibility of key performance metrics.

Collect metrics data, perform calculations, develop statistical summaries and perform trend analysis and assessment of the Supply Chain.

Utilize statistical tools to test hypothesis and develop models to forecast upcoming trends in metrics.

Develop, refine, standardize, and execute processes that ensure metrics data integrity.

Collaborate with the government customer to develop, refine, and update metrics and develop targets for metrics.

Develop responses to data calls and analysis requirements for SECREPs.

Conduct RIP visits as needed in support of CPI initiatives.

Analyze Situation Reports and maintain communication with stakeholders during all phases of process evaluation and improvement.

Maintain SECREP metrics data history and archive.

Provide input into policy changes and facilitate those changes as required.

Utilize SECREP Metrics and the associated calculations and data sources for each metric.

Marine Corps Supply Chain/Marine Corps Reparable Program processes including:

Inventory and Allowance Re-computation (Item Review) processes, their underlying calculations, and operational functionality of the SECREP Total Allowance Re-Computation Tool (START)

Marine Corps Accountable Property System of Record (APSR) processes for SECREP exchange, disposition, repair, redistribution, acquisition, and accountability of assets

Processes for identifying, monitoring, and managing Invalid SECREP Exchanges (ISE)

Enterprise level oversight and coordination of the processes for the Material Returns Program (MRP) and SECREP requisition/distribution/location/storage

Reparable issue Point business decision processes for Intermediate Maintenance Activity (IMA) induction, Unserviceable (Code F) disposition, and SECREP Backorder Sourcing

LOGCOM CSM Executive Agent processes for Logistics Integration Support (LIS) and DoD Wholesale management processes

Processes for Reparable support to deployed Units

Marine Corps Equipment Fielding and Initial Issue Provisioning (IIP) processes

Knowledge of detailed Reparable Business Rules, in support of CSM SECREP Working Integrated Process Team (WIPT)

Processes for accessing and extracting data generated from Marine Corps IT systems including:

Marine Corps APSRs production instance

Oracle Discover Reports Writer

Oracle Discoverer Reports User

Master Data Repository (MDR)

FEDLOG

Life Cycle Modeling Integrator (LCMI) Applications - SECREP Total Allowance Re-Computation Tool (START) and Total Life Cycle Management Operational Support Tool (TLCM-OST)

Navy ERP.

Utilize process analysis/improvement techniques including:

Value Stream mapping; Application of the Define, Measure, Analyze, Improve and Control (DMAIC) cycle for process improvement

Application of the Plan, Do Check Act (PDCA) cycle for process improvement; LEAN - Waste Elimination

Root Cause Analysis

Team Facilitation

Design of Experiments (DOE)

Organizational Change Management

Pilot Test design, planning, execution, assessment, and closure

EDUCATION REQUIREMENTS:

Master’s Degree in related field

CERTIFICATION REQUIREMENTS:

Current and valid Lean Six Sigma Master Black Belt certification with 10 years of successful process improvement experience across a broad range of logistical functionality.

EXPERIENCE REQUIREMENTS:

Possess 10 years leading process improvement efforts across a broad range of logistical assignments

Possess 10 years of successful process improvement experience working with Marine Corps wholesale and retail logistics activities in Reparable/Consumable support.

SYSTEM SPECIFIC EXPERIENCE REQUIREMENTS:

ADDITIONAL REQUIREMENTS:

Travel will be required at least two weeks per year.

Must be able to lift 50 pounds.

Ability to effectively communicate orally and written.

Ability to multi-task and employ problem-solving skills.
