TASK FORCE: HOUSING AND HOMELESSNESS POLICY DEVELOPMENT AND IMPLEMENTATIONUNIT: Asylum SeekersJOB TITLE: One (1) Unit HeadCONTROL CODE: HHPDI-25-01SUMMARY:The Mayor’s Office of Management and Budget (OMB) is the City government’s chief financial agency. OMB’s staff assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities for approximately 90 City agencies and entities.The Housing and Homelessness Policy Development and Implementation Task Force provides analysis and oversight of policies and programs for housing homeless individuals and families. In addition, the Task Force oversees and prepares the expense and revenue budgets for the citywide emergency response to the ongoing influx of asylum seekers into New York City. The Asylum Seekers Unit Head will provide policy, fiscal, and administrative analysis and oversight of the asylum seeker response and assist with the preparation of the citywide asylum seeker expense and revenue budgets. The Unit Head will work closely with over a dozen City agencies currently involved in response and their relevant units within OMB, as well as the Mayor’s Office of Asylum Seeker Operations (OASO).JOB DESCRIPTION:The duties of this position encompass the following activities:Aid preparation of the citywide asylum seeker expense and revenue budgets.Perform quarterly expense and revenue projections of agency asylum seeker budgets.Execute monthly updates of estimated citywide asylum seeker spending and perform detailed quantitative analysis to investigate trends.Critically evaluate and develop recommendations for new needs funding requests, budget modification requests, and draft contracts and solicitations.Review and analyze the efficiency and cost-effectiveness of asylum seeker programs and provide recommendations for improvement.Monitor state and federal revenues and work with relevant agencies and OMB units to coordinate claiming of asylum seeker grants.Perform detailed cost analysis as directed to inform decisions on shelter capacity planning and management.Monitor and review relevant Federal/State/City policy and legislative initiatives and develop recommendations for action.Present analyses and recommendations to senior management, agency partners, and City Hall.Represent OMB in meetings and correspondence with a broad array of internal and external stakeholders.Maintain professional, effective relationships with colleagues internal and external to OMB.Work on other projects as needed.QUALIFICATIONS:Excellent oral and written communication skills.Strong analytical, process and project management skills.Excellent interpersonal skills with proven ability to work collaboratively and effectively interact with all levels of the organization.Strong intellectual curiosity and interest in public/health policy.Very strong technical knowledge of Microsoft Excel.Must be able to work evenings and weekends as needed.REQUIREMENTS:Unit Head ($117,935): Bachelor’s degree in Economics, Finance, Public Policy, Urban Studies, or a subject related to the specific assignment with a minimum of four years of full-time experience in budget planning/management, financial analysis, public policy analysis or a related field; or an awarded Master's degree in Economics, Finance, Public Policy, Public Administration, Urban Studies, or a subject related to the specific assignment with a minimum of two years of full-time experience in a field related to the specific assignment.
