Regular Full-Time Clearance Requirements No clearance required What you will be doing: JASINT is looking for a highly experienced GWAC PMO Lead with the ability to coordinate a team to respond to high volume GWACs such as OASIS+ and 8a STARS III. Successful applicants will have managed concurrent proposals in response to RFQs and TORFPs, quickly assess RFQs for suitability with JASINT’s capabilities and goals, and be excellent communicators who are detail-oriented and collaborative. The PMO Lead will report to the Director of Strategic Growth, source procurement opportunities, and lead the preparation and submission of winning proposals. This role will communicate and collaborate with a variety of internal stakeholders including Program Management and Operations, Finance, Human Resources, and other subject matter experts. The Lead should exhibit strong writing skills, excellent attention to detail, and the ability to generate creative ideas while working both independently and collaboratively. Act as the central point of contact on assigned proposals, and lead and guide the work of the GWAC Bids and Proposals team. Analyze RFQs, RFPs, and RFIs to create proposal outlines and development plans. Direct proposal kickoff and debrief meetings, and prepare detailed proposal plans, schedules, outlines, and compliance matrices for all phases of proposal development. Plan winning themes, value propositions, strengths, risk reducers, and differentiated solutions to initial proposal outline. Work closely with operations, finance & human resource personnel to complete the formulation of win strategies and themes. Facilitate multi-disciplined groups in brainstorming and developing solutions to key aspects of the proposal. Solicit management reviews and approvals during proposal development. Monitor proposal content to ensure compliance with RFP requirements, evaluation criteria, and technical requirements. Monitor for relevant competitive procurement opportunities, managing the bid opportunities pipeline. Lead and/or support the development and submission of winning bid responses. Research and gather information to include corporate information, product information, and other standard materials. Maintain, augment, and improve the library of reusable components, templates, and processes. Write persuasively, including executive summaries and other critical components of deliverables. Provide writing guidance to authors, volume leads, and capture coordinators. Strong aptitude for improving organization, flow, readability, completeness, and clarity of proposals. Debrief teams after proposal submittal. Interview team members on successful or unsuccessful strategies and tactics. Facilitate a retrospective assessment on proposals, and refine future proposal strategies, processes, templates, and training. Position Requirements Experience 8 years of experience as a Proposal Manager. Minimum 2 years experience serving as a GWAC proposal lead. Proven ability to work across organizations with effective communication, leadership, and project management skills. Education: Bachelor's degree in business or marketing. Knowledge/Skills: Advanced familiarity with RFI/RFP processes and procedures. Editing and templating competencies. Strong command of the English language and good communication skills. Solid leadership, time management, and critical thinking skills. Strong working knowledge with SharePoint. Preferred Qualifications: Strong presentation skills with the ability to organize and present ideas clearly and logically. Ability to manage and prioritize time between regular duties, ad hoc requests, and higher-level corporate priorities. The ability to stay calm under pressure and tight deadlines. Team player who can work in a collaborative environment. Physical Demands: This is largely a sedentary role; however, some filing is required.
