ICF is looking for a

Program Director

to support vital citizen-facing web systems for federal government clients. This role is responsible for large scale program management, maintaining and growing client relationships, identifying new business opportunities, and leading capture and proposal efforts.You will provide program management and oversee a multi-disciplinary, multi-vendor team responsible for agile software development, operation and maintenance of a mission-critical, public-facing system. You will also be responsible for future program planning and stakeholder engagement for a complex, multi-agency disaster response ecosystem.This role is based in the Washington DC metropolitan area. Your leadership will transform the customer experience for disaster survivors navigating assistance options.This is a dynamic position and requires an individual with strong program management and collaboration skills who can think strategically and execute tactically. design, develop, iterate, and refine digital solutions.Analyze problems, identify core issues, and provide ongoing technical and operational guidance

to project/product teams.Maintain a positive, results-oriented work environment by building partnerships with internal and external partners.Establish and maintain schedules, product roadmaps and strategic plans.Manage budgets, prepare cost estimates, and track resources using financial management tools.Actively communicate with clients to understand and define current needs and priorities.Support a full range of business development activities from pipeline development, opportunity qualification, capture strategy, and writing proposals.Perform continuous risk assessment and mitigation; work with management to identify and remove resource and technical barriers that impede development.Minimum QualificationsBachelor's degree in a relevant business-focused area.12+ years of overall industry experience with a focus on ALL of the following:10+ years providing strategic technical guidance to clients.5+ years of demonstrated experience in

high-traffic, public-facing website program management in the federal government sector.5+ years’ experience with the technical software development process ( SDLC ), including

Agile

methodologies, process, and principles.5+ years’ experience

launching digital solutions , including ongoing analysis and continuous product improvements.3+ years’ experience contributing and leading business development activities such as managing and writing proposals and capture efforts.Ability to obtain and maintain a Public Trust.Preferred QualificationsProgram management experience at FEMA.Disaster recovery program experience.Excellent verbal and written communication skills.Team player with excellent problem-solving and consensus-building skills.Current Agile SAFe certification.Active PMP.Working at ICFICF is a global advisory and technology services provider, but we’re not your typical consultants.
