Main Purpose of Job
The PDMP Coordinator is within the Office of Provider Engagement and Regulation’s (OPER) Office of the PDMP. This position serves as a full performance health policy analyst to address Office of PDMP goals and broader OPER initiatives. The Office of the PDMP is a core component of the State’s strategy to address opioid and other prescription drug-related morbidity and mortality and drug diversion. OPER plans, implements, and evaluates evidence-based public health prevention activities which aim to improve the use of controlled dangerous substances and the quality of associated patient care.
In this role, the PDMP Coordinator evaluates, analyzes, researches, and develops policies, programs, services, and new initiatives which are implemented by the Provider Engagement Unit and Office of the PDMP. The primary duties of the PDMP Coordinator include:
Analysis of data to support program development and data quality improvement;
Development and management of programs in alignment with best and emerging practices to improve CDS prescribing and care of patients at risk of opioid use disorder or overdose;
Conducting research of factors affecting the use of and impacting specific health services;
Preparing reports summarizing the results of research;
Designing and implementing surveys and other data collection methods for program evaluation;
Analyzing and developing recommendations regarding activities governed by health policy and regulation.
This position works with internal and external stakeholders and vendors to maintain, track, and report out on Program activities, address programmatic and stakeholder needs, expand IT and programmatic functionality in response to evolving requirements and needs, meets deadlines and federal reporting requirements, and evaluates the efficiency and impact of the Office of the PDMP.
The PDMP Coordinator advises on vendor scopes of work and progress toward completion of deliverables, coordinates workflows with administrators of other units, and engages with professional and community stakeholders. The PDMP continues to expand and enhance health care provider engagement and educational opportunities aimed at improving the quality of care delivered in Maryland and the quality of PDMP data as it relates to controlled substance prescribing and dispensing. The PDMP Coordinator serves a critical role in supporting and improving those activities.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Two years of experience evaluating, analyzing, researching, and developing health care services, policies, and programs.
Notes:
Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for one year of the required experience.
Candidates may substitute the possession of a Doctorate degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should possess the following:
Experience and knowledge of public health (overdose prevention, Opioid prescribing, or interventions targeting health care providers);
Experience with Project Management (developing project timelines and plans, creating and maintaining project metrics tracking mechanisms);
Experience with program evaluation and reporting experience (i.e., evaluating efficiency of operations, developing, revising and recommending new policies, creating and maintaining program SOP's);
Experience with organizing, implementing, and administering health care provider communication;
Experience with tracking state-level legislative and regulatory changes;
Experience with project management software (i.e., Smartsheet) preferred.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
