November 13, 2023The Southern California Association of Governments (SCAG) is seeking a skilled and collaborative leader to serve as its next Manager of Contracts Administration. This position will plan, organize, and direct the procurement and contracting operations of SCAG. The Manager will be an experienced professional focused on introducing and supporting best practices in the organization and providing high level technical assistance for bid package preparation, contract negotiations, and purchasing activities.The Manager of Contracts Administration is responsible for planning, coordinating, and directing SCAG’s procurement and contract processes, negotiating contract terms and conditions, and ensuring organizational compliance with applicable grant funds, federal regulations, and agency and state requirements including the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR Part 200), the California Public Contract Code, and the Caltrans Local Assistance Procedures Manual and SCAG’s Procurement Policy and Procedures Manual. The Manager, reporting directly to the Chief Financial Officer, oversees the activities and operations of the Contract Administration Department, which includes managing a team of 10 full-time employees.A typical way to obtain the required qualifications would be with seven years’ experience in procurement, purchasing, and/or contract administration/program management including four years of direct supervisory experience, and a bachelor’s degree in a relevant field. Working knowledge of federal and state procurement regulations including the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR Part 200), the California Public Contract Code, and the Caltrans Local Assistance Procedures Manual is a plus.The annual salary range for this position is

$149,423 to $215,169
