Environmental Health Specialist I/II/III – Water Protection Programs

position.

The current vacancy is a regular position in the Environmental Health Services Division located in San Mateo, CA, but will travel/drive throughout the county to perform the duties of the position.

Under general supervision, this

Environmental Health Specialist

performs various county-wide environmental health inspection and enforcement activities, plans, coordinates and administers various day-to-day activities pertaining to the County's Cross Connection Control Program; coordinates, monitors and performs cross connection control activities, including the sanitary surveys of facilities where backflow prevention devices may be required; maintains data in the County's backflow prevention assembly database; investigates and identifies compliance issues; and communicates with program member water purveyors and regulatory agencies as required. In addition, this Water Protection Program position works with County regulated small drinking water systems to maintain compliance, and assists in monitoring of bacteria at beaches, creek mouths and other natural recreational waters within the County.

The

ideal candidate

will:Have experience with inspection and regulation in environmental health programsHave and maintain certification as a Cross Connection Control Specialist from an appropriate accrediting agency (i.e., American Water Works Association)

The Environmental Health Services Division ensures a safe and healthful environment in the County's 20 cities and unincorporated areas through education, monitoring and enforcement of a variety of regulatory programs, as well as ongoing services to the community.

Applicants must meet one of the following certification requirements:

Environmental Health Specialist I

- Possession of a current “Letter of Eligibility” as an Environmental Health Specialist Trainee issued by the California Department of Public Health, Environmental Health Specialist Registration Program. ( NOTE : An Environmental Health Specialist Trainee may be employed to work under the supervision of a registered environmental health specialist, until he or she is qualified by examination as provided under Section 106670, for a period which shall not exceed three years.)

Environmental Health Specialist II and III

- Possession of a

California

certificate as a Registered Environmental Health Specialist (REHS) in good standing.

SALARYEHS I: $41.65 - $46.57 /hourEHS II: $48.81 - $60.99/hourEHS III: $51.79 - $64.71/hour

NOTE:

The eligible list generated from this recruitment may be used to fill future extra-help, term, unclassified, and regular classified vacancies.Duties may include, but are not limited to, the following:Investigate valves and fittings to determine cross-connection hazards; instruct consumers to install adequate backflow prevention devices.Conduct surveys, collect and analyze data, including diagrams of cross connections, to verify compliance with state and local law.Notify the State Division of Drinking Water of corrective actions and compliance schedules as required by state law.Consult with, and explain cross connection control requirements, to property owners, managers, contractors, government agencies and the general public.Coordinate Cross Connection Control Program activities with City and County departments and outside agencies including the Planning and Building Departments and Fire Departments.Prepare and maintain records and files including field test data, surveys, cross connection locations, approved backflow assembly inventories, etc. Maintain a log of customer contacts and inspections.Compose correspondence, prepare forms and write reports relating to the Cross Connection Control Program, including enforcement actions as necessary.Oversee County-approved backflow prevention assembly testers.Inspect and provide outreach and education to small drinking water systems (up to 14 service connections).Coordinate the sampling and reporting of weekly beach and creek mouth bacteria levels.Perform other related duties as assigned.Knowledge of :Principles of biological and physical sciences.Principles and practices of environmental health sanitation.Techniques of environmental health inspection, investigation and control.General community health problems and governmental programs designed to control or alleviate them.Research, evaluation and statistical methods.Laws, regulations and ordinances governing environmental health in California.Provisions of the Penal Code relating to public nuisances.Skill/Ability to :Interpret laws, regulations and data.Define difficult problem areas, analyze complex data and make valid recommendations.Advise and instruct others in the principles of sanitation and environmental health.Enforce local ordinances and state law.Work independently and as a team member.Keep complex and accurate records.Prepare clear, concise reports and correspondence.Establish and maintain cooperative working relationships with others.Speak effectively and communicate in situations requiring instruction and persuasion.Represent the division as an expert in area of specialty.Assist in the training and orientation of new personnel.Education and Experience :

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:I level:

A bachelor's degree which has included a minimum of 30 semester units of basic sciences.II level:

One year of experience in general inspections and investigations in the environmental health field.III level:

Two years of journey level experience in environmental health inspections and investigations.Licensure/Certification :For the II or III level: possession of a California Certificate as a Registered Environmental Health Specialist.Open & Promotional. Anyone may apply.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.
