Job Description: Delaware (est. pop. 45,000), located in central Ohio within the Columbus, Ohio metropolitan area, is seeking a City Manager after their City Manager is retiring after 25 years in the position. Delaware is approximately 25 square miles and is the County Seat for Delaware County. Delaware has the benefits of a smaller community and the regional benefits of a major urban center. Delaware is a charter and full-service city and includes the location of Ohio Wesleyan University with strong City-university partnerships. The City of Delaware is Ohio Magazine’s Best Hometown, a Money Magazine Top 50 Best Place to Live in America and boasts an award-winning downtown with its designated Main Street Community, a Tree City USA, and a Solsmart Community.
The community is described as central Ohio’s “powerhouse” and is also defined by its natural beauty with the Olentangy River bisecting the City, complementing the City’s park system, trails, neighborhoods, historic downtown, restaurants, and other retail businesses. A diverse economy has created not only collateral amenities within the community but brought stability and growth for the local economy. Additionally, there is substantial regional development activity occurring, such as Intel Corporation’s new $20 billion, 1,000-acre mega-site, microchip manufacturing facility within 45-minutes of Delaware.
The City of Delaware is a Council-Manager government. The City Council is comprised of seven members all of whom represent the entire City. However, three members are elected at-large, and four members are elected in wards. All serve four-year staggered terms. The Mayor and Vice Mayor are chosen by the three at-large members and serve two-year terms. The City Manager is the City’s chief executive officer and is appointed by the Council. The City Manager oversees twelve departments, including an Assistant City Manager. The City has 359 full-time and permanent part-time employees (337 FT; 22 PPT) with six recognized bargaining units. Its current fiscal year annual budget is $208.4M.
Qualifications: Qualified applicants should have a combination of education and experience equivalent to attainment of an MPA or MBA combined with at least 8 to 10 years of increasingly responsible local government management experience gained in a community or other public agency similarly situated in population (or larger) and complexity to Delaware. This opportunity would be ideal for an individual who is an existing City Manager with similar experience in the issues and opportunities identified herein. An experienced Assistant City Manager in a jurisdiction with a comparable or larger organization may be considered. Recognition as an ICMA Credentialed Manager (ICMA-CM) is preferred but not required.
The Mayor and Council are committed to providing an employment agreement with a base salary and benefits commensurate with the experience, education, and expertise of the preferred candidate. The City provides employee benefits that include health insurance, deferred compensation, and retirement benefits through the Ohio Public Employees Retirement System (OPERS). Other benefits include life insurance, sick leave, vacation leave, personal days and eleven (11) paid holidays. An automobile and phone allowance are a part of the total compensation package.
