Serves as an analyst in the central management services program, with assignments that regularly include the most complex and difficult cross-departmental concerns and problems; or serves as a departmental management analyst in a large department with substantial management evaluation and development concerns, who is responsible for serving as the chief departmental analyst in advising the director and other top-level administrators.

Level V:

Analyzes, evaluates, develops and recommends sound organization, efficient administrative policies, procedures, practices and legislative changes for complex and changing interrelated organizational entities (of various departments), groups of many complex processes or functions or major function of a department or large agency; discusses, explains and obtains acceptance from officials in charge; may supervise and direct other analysts in major projects; and performs other related duties as assigned.

Minimum Qualifications:

To qualify, you must meet all of the following requirements:

LEGAL AUTHORIZATION TO WORK REQUIREMENT:

The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Basic Education:

A bachelor's degree from an accredited four (4) year college or university.

General Experience:

Six (6) months

of professional work involving the analysis and evaluation of managerial policies, systems, methods and practices in the development and/or improvement of same.

Specialized Experience:

Three (3) years

of

professional management analysis experience ; viz., experience in conducting organizational analyses, work measurement/methods studies, management information systems design and evaluation, and management surveys in order to identify problem areas and develop recommendations for improving the economy, efficiency and effectiveness of a given operation through the proper application of sound methods, principles and practices of management.

At least one (1) year of the required

Specialized Experience

must have been at a level comparable to the Management Analyst IV level in the Hawaii State government; viz., experience that indicates that the applicant has acquired and successfully applied practical and theoretical knowledge of a wide variety of managerial functions, practices and techniques in the solution of more difficult management problems.

Supervisory Aptitude:

Supervisory aptitude rather than actual supervisory experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential.
