As the Talent Acquisition Manager (HR Administrator III), the incumbent’s primary mission is to drive the acquisition of top-tier legal professionals who will contribute to our organization's success and growth. This pivotal role encompasses strategic leadership, relationship building, operational excellence in talent acquisition, effective people management, collaboration with hiring managers, and the generation of insightful recruiting-related reports within the dynamic legal landscape of the State of Maryland.POSITION DUTIES

Strategic Talent Planning – 50%Collaborate closely with leadership and hiring managers to understand current and future staffing needs, ensuring alignment with the organization's overall strategic objectives.Develop and implement a forward-thinking talent acquisition strategy that anticipates and addresses the evolving demands of the public sector legal industry across the State of Maryland.Facilitate communication between hiring managers and HR team to ensure alignment and understanding of recruitment goals.Recruitment Reporting & Analytics – 15%Generate and analyze comprehensive reports, including but not limited to vacancy reports, retention metrics, pay equity reports, and recruitment method success rates.Utilize data-driven insights to inform strategic decision-making and assess the effectiveness of recruitment initiatives.Drive a culture of continuous improvement, leveraging analytics and feedback to refine recruitment processes and achieve optimal results.External Stakeholder Relationship Building – 15%Establish and nurture relationships with local universities, law schools, and legal professional associations to create a robust talent pipeline.Collaborate with academic institutions to develop opportunities, programs, and initiatives that attract emerging legal talent.Employer Branding & Candidate Experience – 10%Collaborate with the Communications team to elevate our employer brand within the legal community.Create a seamless and positive candidate experience, reflecting our commitment to professionalism and excellence.Team Leadership – 5%Lead HR staff responsible for talent acquisition, providing guidance, mentorship, and fostering a collaborative culture.Develop and implement effective training programs to enhance the skills of the talent acquisition team.Champion OAG Values – 5%Lead recruitment initiatives to enhance diversity and inclusion within the agency.Implement strategies to attract a diverse pool of legal candidates.MINIMUM QUALIFICATIONS

The ideal candidate will have at least eight (8) years of recruitment experience, preferably in the legal field. Candidates should have experience creating and executing recruitment/staffing strategic plans in a fast-paced environment while managing multiple priorities. The candidate must have experience with requirements gathering and advising management on current recruitment trends. Technical capabilities include proficiency with various ATS, HRIS, presentation, spreadsheet, email, calendar, and communications applications/software. Finally, candidates should be detail-oriented, highly organized, and possess excellent verbal and written communication skills.Note: A Bachelor's degree from an accredited college or university can be used to substitute for three (3) years of experience.DESIRED OR PREFERRED QUALIFICATIONS
