Job Description

Roles IncludeAct as the DPH data librarian by creating and maintaining a searchable catalog of data sources, systems, metrics and other data assets. Work with business leads to understand and operationalize data in order to use data to drive quality improvement projects.Lead information governance best practices including implementing master data management standards, contributing to reporting development and QA standards, and designing and developing data infrastructure to accelerate analysis and reporting.Maintain and grow the existing self-service analytics structure by providing training, hands-on support and regular meetings and forums for the DPH department-embedded reporting users and front-line end users.Duties IncludeManages development with subject matter experts and data analysts for a shared data dictionary and catalog items. Actively works with Information Governance, other leadership committees, and developers to curate new content. Trains users, department-embedded report writers, and operational managers to use and understand IG-approved metrics and related content. Collaborates with front-line users, senior leadership, and analysts across disciplines.Participates in the development of DPH data warehouse strategies in the cloud.Serves on Information Governance committees in order to achieve SFDPH strategic goals of increased access and use of validated data across the organization.Maintains data management plans and contributes to initiatives for data standards and structures. Collaborates with operations to develop standards for handling and archiving data.Steward of data library tools including the DPH data guide website, DPH data dictionary, and Epic analytics catalog.Lead and carry out DPH’s self-service analytics strategy by training users in SSRS, PowerBI, Epic reporting tools, and other self-service tools. This includes classroom training, office hours, at-the-elbow support, individual coaching, and developing training materials.Lead DPH department-embedded reporting users. Duties include maintaining the active roster of local (outside of the Information Technology department) reporting users, creating ongoing education for these users, leading regular meetings and networking forums, and managing the growth and continued competency of these users.Desirable QualificationsThese desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:Experience in healthcare data or population health and surveillance data setsExperience using an electronic health record system, like Epic or AvatarExperience using data dictionary and master data management toolsProficiency with PowerBI, SQL/SSRS, MS Excel, Epic Reporting Workbench, Epic Radar, Epic SlicerDicer, Epic Analytics CatalogExperience using data and data visualization to drive quality improvementExcellent written/verbal communication skills and coaching skills, with the ability to collaborate with frontline and senior leaders across disciplinesExperience with classroom training, and creating and leading technical and operations-focused presentationsExperience with Captivate or similar e-learning authoring toolCurrent Epic certification

Qualifications

Required Before ApplyingAn associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semesters or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].ANDFive (5) years of experience in the information systems field, including system analysis, business process design, development, and implementation of business application solutions or IT project management.

One year of full-time employment is equivalent to 2,000 hours of work experience (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours a week are not included in the calculation to determine full-time employment.

Education Substitution: Additional experience as described above may substitute for the required degree on a year-for-year basis (up to a maximum of two (2) years).

One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
