Job Description - Business Analyst for Vehicle Maintenance and Repair (23000AAW)

Description

Under the direction of the Deputy Fleet Administrator of the Office of Vehicle Management (OVM), the Business Analyst for Vehicle Maintenance and Repair is responsible for the cost-effective and efficient repair and maintenance of the Commonwealth's fleet of light, medium & heavy-duty vehicles, and equipment and the oversight of services provided under managed services contracts for maintenance, repair, accident subrogation, and tires.The Business Analyst For Vehicle Maintenance And Repair Shall

Serve as the Operational Services Division's representative for and oversee the services provided under the fleet management services contract for vehicle maintenance, accident repair, and subrogation, and tire contracts;Review and analyze reports available under the fleet management services and tire contracts; determine whether additional reports are required to assess the use of the contracts and provide data to support business decisions;Oversee the maintenance and repair of all vehicles managed by OVM including all OSD leased vehicles;Coordinate all maintenance and accident repair requests for light, medium, & heavy-duty vehicles and equipment;Review the feasibility of repairs based on age, mileage, lifetime maintenance spend & depreciation. Provide industry standard recommendations to Agency Fleet Managers;Provide assistance and advice to Agency Fleet Managers on OVM policies and procedures for maintenance, repair, accident, and reporting requirements;Coordinate the delivery of non-repairable vehicles to the OVM Westborough lot;Coordinate vehicle accident procedures with Agency Fleet Managers and coordinate and provide accident information in response to inquiries;Issue purchase orders for tires for leased vehicles as needed and process invoices for payment;Review, audit, and approve invoices for vehicle repairs. Forward to Finance for payment processing;Respond to "1-800 How Am I Driving" constituent complaints and process according to policy;Oversee the maintenance and repair of vehicles owned by the Operational Services Division;Create and present content for trainings & presentations as it relates to all aspects of the position;Participate in the procurement of contracts including, but not limited to, fleet management services, tires, and fuel cards;Serve as backup contact for fuel card and driver PIN program;Work with state-wide contract vendors to ensure proper service levels are met;Assist Deputy Fleet Administrator with all aspects of the Safety Program for Executive Branch Agencies and serve as backup contact;Other duties as assigned.Special Requirements

Applicants must have a valid driver’s license and an acceptable driver history supported by documentation from the Registry of Motor Vehicles or comparable agency in another state.Preferred Qualifications

Effective customer service skills including fielding, resolving, and following up on Agency requests;Strong understanding of the fleet industry, automotive repair, and/or accident claims;Experience managing a third-party relationship;Demonstrated analytical, problem-solving, and decision-making skills;Strong organizational skills and attention to detail;Ability to communicate effectively both verbally and written across all verticals and agencies;Proficient in Microsoft Word, Excel, and PowerPoint;Experience working with Fleet Management Systems and Data Repository Platforms.Qualifications

Applicants must have at least (A) three years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.Substitutions

A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required experience.A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.Comprehensive Benefits
