DescriptionSacramento Housing and Redevelopment Agency ("SHRA") is seeking a motivated Agency Counsel to join its Office of the General Counsel. Essential Areas Of ResponsibilityUnder the direction of the General Counsel, the Agency Counsel will:Prepare and review a variety of legal and business-related documents;Conduct legal and policy research and analysis, provide legal counseling and prepare legal opinions;Manage and monitor litigation for various civil lawsuits and unlawful detainers.

Document Preparation & ReviewPrepare and/or review contracts for real estate, construction, services and procurementPrepare and/or review Agency policies, programs and correspondenceParticipate in negotiations and draft and prepare documentation for complex real estate transactions, secured lending transactions, and construction projectsPrepare pretrial motions in response to subpoena requests

Legal Research & CounselingConduct legal and policy researchRespond to staff questions and problems; assist and advise staff on various legal issues, including the California Public Records Act and Federal Privacy LawsParticipate in project committees and team meetings, commission hearings, staff meetingsPrepare legal opinions for housing law, landlord/tenant law, environmental law, employment law, civil rights law and contract and tort lawReview case law, legislation and regulationsRespond to requests for public recordsAdvise governing boards as needed, including occasional public meetings

LitigationMonitor claims and litigation involving the AgencyWork with outside counsel assigned to the litigationCounsel and work with Agency employees involved in litigationAttend hearings, review pleadings and rulings and conduct legal researchWork with claims adjustersParticipate in settlement conferences and administrative hearings

Education & ExperienceBachelor's Degree from an accredited school. Juris Doctor from an accredited law school preferred.Bar Membership: Active membership in the State Bar of California (in good standing), or recently for and now awaiting examination results from the State Bar of California

Required ExperiencePreferred 1 year as an attorney practicing law

Additional Knowledge and Experience:Strong contract drafting experienceExperience in real estate and municipal finance (preferably lenders counsel)Experience in real estate development and construction lawExperience in landlord/tenant law - including unlawful detainer, reasonable accommodations, and discriminationExperience in procurement and public contractingKnowledge of state and federal regulations and the associated processesKnowledge and experience with the California Brown Act and Public Records ActExcellent communication skills, both verbal and writtenAbility to effectively plan, organize and administer legal servicesAbility to build strong relationships with key stakeholdersExcellent interpersonal skillsAbility to easily adapt to change

Other DutiesThe Agency Counsel may be assigned, and required to carry out, additional duties at any time. The Agency Counsel is expected to participate in discussions of individual, department and Agency performance and work on problem-solving teams as assigned. The Agency Counsel serving on a problem-solving team may be asked to carry out the role of team leader. Any person driving for Sacramento Housing and Redevelopment Agency must maintain a valid driver's license on his/her person, and demonstrate compliance with the motor vehicle law, standards of courtesy on the road and attention to safety. All drivers must maintain their insurability.

As a condition of employment with SHRA, this employee will be required to complete a COVID-19 vaccination recommended by the Centers for Disease Control and Prevention and approved by the U.S. Food and Drug Administration (including for emergency use) and provide proof of vaccination to the Human Resources Department prior to employment.
