The Virginia Lottery also licenses and regulates casino gaming and mobile sports betting.The Virginia Lottery, an independent state agency, is currently seeking a Network Center Manager to join our Information Technology Services Department. This position is located in Richmond, Virginia.The Network Center Manager will be responsible for coordinating the microcomputer technology functions of the Network Center to ensure that workstations, servers, and LAN attached peripherals are procured, installed, configured, and maintained to effectively meet user needs.Responsibilities

The Network Center Manager will:Manage professional staff of engineers to accomplish goals in accordance with Lottery objectives:

Analyze end-user requests for serviceEvaluate multiple potential courses of actionAssign and monitor project tasks and resourcesManage projects to ensure established prioritization and deadlines are metAssign priorities to pending projects and tasks in accordance with Lottery goals and objectivesAssign specific responsibilities to Network Center staff membersManage personnel issues for all staff (i.e., performance, hiring, termination, etc.)Assess and recommend staff training as neededProvide support for managed systems:

Maintain extensive knowledge of all mission critical microprocessor-based systemsMaintain detailed knowledge of all other microprocessor-based systems in use at the LotteryMaintain working knowledge of interfaces to all other Lottery systemsMaintain working knowledge of all Lottery business systemsProcure necessary hardware, software, and services through approved channelsParticipate in the selection and award of all Network Center contractsSupervise the performance of Network Center contractors and vendorsDevelop or review standards and procedures for evaluating system performanceReview internal performance data to validate proper system performanceReview performance data provided by vendors and contractorsPerform as IT System Owner on specifically identified systemsDevelop or review maintenance guidelines, including problem resolution proceduresProvide internal and external escalation guidelinesProvide direct troubleshooting assistance as requiredProvide Technical Assistance to Project Teams:

Identify and complete microcomputer service needs related to Lottery projectsProvide technical advice and assistance to other Lottery divisionsParticipate as requested on RFP, IFB, RFI, and other evaluationsProvide Management Support:

Assist the Director of IT in developing standards and procedures relating to the microcomputing requirements of the LotteryAssist the Infrastructure and Operations Manager in developing methods and procedures for operation and maintenance of microcomputing systemsCommunicate directives, procedures, and instructions from upper managementResearch and evaluate evolving technologies:

Performs related work as required.Minimum Qualifications

The person selected for this position will have:Bachelor’s Degree from an accredited 4-year college or university with major studies in Information Systems, Computer Science, Business Administration, or related fieldProgressively responsible experience (minimum of 7 years) with microprocessor-based technologiesMicrosoft MCSE or MCP and/or Novell CNE or CANComprehensive knowledge of LAN, PC and server software and hardware architecture, operation, and managementComprehensive knowledge of Microsoft systems, including SharePoint, Exchange, Lync, Server OS, SQL, SCCM, HyperV, Windows, Office Suite, and Azure cloudExtensive knowledge of Internet/Intranet based information systems and object-oriented analysis and design of networked systems (i.e., SharePoint and Web Content Management Systems)Detailed knowledge of LAN, WAN, and Internet data transmission protocols, including IP, TCP/IP, RPC, FTP, SFTP, HTTP, HTTPS, SMTP, etc.Strong organizational, planning, and project management skillsStrong personnel management skillsA comparable amount of training and experience may be substituted for the minimum qualifications.Preferred Qualifications:

Advanced degree in Computer Science, Information Technology or relevant field is preferredLottery experience preferredSpecial Instructions:

The selected candidate will be required to complete a background investigation and possess a valid Driver’s License. Minimum travel required.
