The following are the duties of this position at the full working level:

As a senior expert and consultant to top agency management officials, the employee advises on integrating IT programs with other business programs of equivalent complexity within the IRS. Work includes the development of new theories, concepts, principles, standards, and methods, as well as appropriate application of commercial best practices in data management.

The employee is responsible for advising other IT experts throughout Treasury and the IRS and in other agencies on a variety of situations and issues that involve applying or adapting new theories, concepts, principles, standards, methods, or practices that are developed by the employee or result from the employee's leadership.

Work requires ensuring the integration of IT programs and services; developing solutions to integration/interoperability issues; designing, developing, and managing IT security that meet current and future business requirements.

Work also involves applying or extending, enhancing, or optimizing the existing architecture; managing assigned projects; communicating complex technical requirements to non-technical personnel and preparing and presenting briefings to senior management officials on complex/controversial issues.

Such work assignments include leading IT systems development projects from design to support, evaluating the effectiveness of installed systems and services, and providing advice on and devising solutions to a wide range of IT issues.

This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses.

Telework Eligible Positions:

Must be a U.S. Citizen or National and provide proof of U.S. Citizenship.

Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).

QualificationsFederal experience is not required. The experience may have been gained in the public sector, private sector or equivalent. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

BASIC REQUIREMENTS GS-5 AND All GRADES:

Experience must include Information Technology (IT) related experience that demonstrates each of the following four competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral Communication and 4) Problem Solving.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

GS-7 LEVEL:

To be eligible for this position at this grade level, you must meet one of the following requirements:

SPECIALIZED EXPERIENCE:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service.

EDUCATION:

1 full academic year of graduate education in relevant fields.

COMBINATION OF EXPERIENCE AND EDUCATION:

At least 1 year of combined graduate education and experience.

GS-9 LEVEL:

To be eligible for this position at this grade level, you must meet one of the following:

SPECIALIZED EXPERIENCE:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service.

EDUCATION:

A master's or equivalent graduate degree or two full years of progressively higher-level graduate education.

COMBINATION OF EXPERIENCE AND EDUCATION:

At least 1 year of combined graduate education and experience.

GS-11 LEVEL:

To be eligible for this position at this grade level, you must meet one of the following:

SPECIALIZED EXPERIENCE:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service.

EDUCATION:

You may substitute education for specialized experience as follows: a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education.

COMBINATION OF EXPERIENCE AND EDUCATION:

At least 1 year of combined graduate education and experience.

EducationGS-12 LEVEL:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.

GS-13 LEVEL:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.

GS-14 LEVEL:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.

GS-15 LEVEL:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service.

Additional information

A 1-year probationary period is required.
