WHAT IS THE OFFICE OF THE CHIEF PROCUREMENT OFFICER DIVISION?

If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.As a Senior Manager you will:Exercise delegated managerial authority to oversee the overall planning, directing and timely execution of a program, several program segments (each of which is managed through separate subordinate organizational units), or comparable staff functions, including development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizational unit or lower organizational levels.Approve multi year and longer range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives.Oversee the revision of long range plans, goals and objectives for the work directed.Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes.Manage organizational changes throughout the organization directed or major change to the structure and content of the program or program segments directed.Exercise discretionary authority to approve the allocation and distribution of funds in the organizations budget.RequirementsTelework Eligible Positions:

Employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program.Must be a U.S. Citizen or National and provide proof of U.S. Citizenship.Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).QualificationsFederal experience is not required. You must meet the following requirements by the closing date of this announcement:BASIC REQUIREMENT: (GRADE 13 & ABOVE):
You must complete all Mandatory Training requirements as described in the AND 4 years of experience in contracting or related positions.AND4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.ANDYou must have at least one year of specialized experience equivalent to the next lower level payband or GS grade in the normal line of progression.SPECIALIZED EXPERIENCE:
(SENIOR MANAGER): IR-01 Do you have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the pay band or GS grade in the normal line of progression in the Federal service.ANDCOMBINATION OF EXPERIENCE AND EDUCATION:
You may qualify by a combination of experience and education.Education:
For positions with an education requirement, or if you are qualifying for this position by substituting education or training for experience, submit a copy of your transcripts or equivalent.Additional information:A 1-year probationary period is required.Subject to a 1-year supervisory or managerial probationary period.Tour of Duty: Monday- Friday, 6:00AM-6:00PM.Alternative work schedule, staggered work hours or telework may be available.Required Documents:
