TxDOT is a leader in outsourcing and seeks a smart and intellectually curious attorney who is eager to learn new skills. Drafting, reviewing, and negotiating contracts is part but not all of the job. This role will also develop and present training and work with internal clients to identify and solve problems. Performs highly complex professional legal work concerning the compliance and interpretation of federal and state laws, rules and regulations for the Department. Work requires contact with governmental agencies and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.Essential Duties:Attorney III or IVNegotiates, prepares and reviews contracts, agreements, and provides opinion on underlying issues.Develops legal training and makes presentations.Researches legal issues, advises on legal questions and interprets laws, rules and regulations.Negotiates contract claim settlements.Serves as a lead worker for projects and complex negotiations. Responds to information requests relating to agency contracts including research into agency information tools and data sets.Reviews and renders legal advice on a variety of contract and business issues.Represents the Department in meetings with local, state and federal officials.Performs other duties as assigned.Attorney VAll of the above and:Assists in resolving substantive and procedural issues.Negotiates settlements of complaints filed.Researches highly complex legal issues, advises on legal questions and interprets laws, rules and regulations.Drafts and reviews or assists in drafting and reviewing bills or amendments for legislative consideration.Drafts departmental rules and regulations for incorporation in the Texas Administrative Code.Drafts legal positions and confers with general counsel.Minimum Qualifications:

Education : Juris Doctor (JD) from an accredited law school.Licenses and Certifications :Valid driver’s license. This position requires driving a state vehicle.Must be licensed to practice law in the State of Texas.Experience :Attorney III

- 3 years experience in governmental and administrative law, civil procedure, real estate law, or related.Attorney IV

- 5 years experience in governmental and administrative law, civil procedure, real estate law, or related.Attorney V

- 7 years experience in governmental and administrative law, civil procedure, real estate law, or related.Experience can be satisfied by full-time or prorated part-time equivalent.Competencies:Attorney III or IVApplicable laws, rules, and regulations.Developing, interpreting, and implementing policies, procedures, and technical information.Analyzing issues, facts, and available information to develop logical solutions; researching inconsistencies of facts or data; drawing correct inferences from information and making recommendations that support business decisions.Interpreting and applying laws, rules, and regulations.Training in a classroom, office, or field environment.Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area.Interpreting and analyzing legislation, rules, and regulations.Speaking to present images and ideas in a clear, concise, organized, and interesting manner to optimize audience understanding and keep the group focused.Attorney VAll of the above and:Applicable governmental laws, rules and regulations specific to area of responsibility for safeguarding information and information technology related systems.Applicable laws, rules, and regulations.Legislative process.Developing, interpreting, and implementing policies, procedures, and technical information.Analyzing and organizing business and technical data.Physical Requirements and Working Conditions:Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools.Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs.Standing-prolonged periods of time.Repetitive Motion-substantial movements of the wrists, hands, and/or fingers.Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading.Conditions of Employment:Please click this link to read the standard conditions of employment for all positions: Standard Conditions of Employment (TxDOT).Job:
