The Tobin Center seeks an Applied Data Scientist to support its climate and electrification programs portfolio with a particular focus on state electric vehicle networks. This is an exciting opportunity for a skilled data scientist who is motivated by the opportunity to produce rigorous, empirical evidence to improve public policy. The ideal candidate is an expert data scientist who is fluent in STATA and other programming languages such as R, SAS, and SQL, has experience with large and complex datasets, and believes in Tobin’s mission.Responsibilities:Building the necessary systems and human research capacities to support and advance work in climate and electrification policy.Supporting specific research projects across Tobin’s portfolio with a specific focus on State electrification and EV network buildouts.Exploring, processing, and analyzing data to solve specific research questions.Cleaning, merging, and implementing linkages of data across multiple sources and projects.Building traditional statistical models and machine learning algorithms for a variety of research projects.Using data science, econometric, and machine learning methods to extract meaning from data.Creating tables, figures, charts and other visual displays of research results for papers/reports, website, memos, and presentations targeting academic researchers and policy-makers.Writing, reviewing, and sharing code and documenting best practices.Collaborating to develop analysis plans, executing on those plans, and making substantive contributions to publications.Essential DutiesDevelop and execute new and/or highly complex algorithms and statistical predictive models and determine analytical approaches and modeling techniques to evaluate potential future outcomes. Establish analytical rigor and statistical methods to analyze large amount of data, using advanced statistical techniques and mathematical analyses. Manage analytical projects from data exploration, model building, performance evaluation, through implementation. Develop work plans and monitor progress and project timelines. Document coding and changes to work plans using established work group methods in GitHub. Interact with a multidisciplinary team of internal and external peers to regularly, effectively, and openly communicate progress and outcomes of planned work. Attend weekly team meetings to discuss team and project-related activities, issues, change, communications, and updates.Required Education and ExperienceMaster’s Degree in computer science, applied/computational mathematics, engineering, biostatistics, statistics, or a quantitative field such as astronomy or geology, economics, health policy, health services research, public policy, or a related field and two years of experience or an equivalent combination of education and experience.Required Skills:Mastery of at least one analytic framework (STATA, R, Python, Julia).Ability to deal well with ambiguity and act with autonomy.Excellent problem solving and communication skills.Strong attention to detail.Preferred Education, Experience and Skills:Policy research experience. Experience working with data.
