FTF-PAE Program SpecialistBackground and Introduction:Jefferson Solutions was awarded a five-year contract to provide technical, administrative, and programmatic support to the Bureau for Resilience, Environment, and Food Security (REFS). Through REFS, USAID works to advance inclusive agriculture-led growth, resilience, nutrition, and water security, sanitation and hygiene initiatives in priority countries around the world to help them accelerate and protect development progress.The Program Specialist will provide programmatic, administrative, and operational support for the day-to-day design, implementation, monitoring, evaluation and learning of REFS-related programs and activities. The Program Specialist will support Operating Unit leadership and teams to operate effectively and meet overall objectives.Position Summary:

The Program Specialist will support day-to-day functions of the Technical Supervisor to which they are assigned for day-to-day work assignments. Daily activities will include aspects of program assistance and coordination, knowledge management, budget formulation and monitoring, and program management.Description of Role:

This position will support USAID's Bureau for Resilience, Environment, and Food Security (REFS) Feed the Future Office of Policy, Analysis, and Engagement (FTF-PAE). FTF-PAE coordinates across REFS, the U.S. Government interagency, and external partners to set and adjust strategic and policy priorities, generate evidence, and disseminate learning. The Office leads the Bureau's efforts to mobilize diverse partners to engage in a shared agenda on resilience, environment, and food security. This position provides administrative, programmatic, and operational support to the Director of three divisions, made up of approximately forty members.The primary responsibility includes administrative and operational functions, such as travel arrangements, program coordination, and information management. In this position, the Program Specialist will provide day-to-day support on tasks such as budget and procurement management, travel processing, and time management. Other duties may include tracking clearances and requests for information, knowledge management, and process improvement.This position is a contract position with an expected duration of 3 months.Key Responsibilities:

General Administrative Support:Provide timekeeper assistance in the WebTA system including ensuring all entries are entered correctly.Process travel requests on receipt of itineraries, including reservations, ticketing, and managing and processing visa and passport requirements.Process travel vouchers and expense report processing including properly documenting travel in Agency's electronic systems (i.e., E2i Solutions).Maintain travel databases and track travel budgets; coordinate airline and hotel reservations.Provide logistical support to organize meetings, schedule conference rooms as necessary, and ensure proper equipment and materials are available for meetings at least one day prior.Capture and distribute meeting minutes, summaries of conclusions, and action items.Program Coordination, Assistance, and Management:Serve as liaison with other Offices and Centers to gather information and collaborate with others in the Agency, as necessary.Develop and maintain trackers for use throughout the Office.Provide Activity Management of Agency-funded programs as appropriate.Provide program management support according to the needs of the Office.Support Mission staff to manage programs through all phases of the program cycle, to include program design, procurement, monitoring, evaluation, continuous learning, budget formulation and monitoring, etc.Budget Formulation and Monitoring:Track and monitor Office budgets.Support budget reviews, budget implementation process, and respond to data calls.Prepare action memos/funds transfer requests.Support A/CORs with GLAAS requisitions.Knowledge Management:Generate and maintain documents and spreadsheets using the Google Suite of tools.Save documents and maintain file structures using USAID portals.Develop and maintain internal trackers including for logistics and milestone tracking.Track and follow clearances for Bureau documentation and ensure that formal documentation is of high quality.Maintain awareness of and follow Agency and Federal guidelines for file retention.Qualifications

Junior:Excellent oral, interpersonal, and written communications skills to effectively interact with government clients, high-ranking officials, and other stakeholders.Strong prioritization and organization skills with keen attention to deadlines.Excellent anticipatory skills and proactive approach to work.Positive and professional attitude and demeanor.Detail-oriented and interested in producing quality work products.Proficiency in Google Suite of products.Proficiency in Microsoft Suite of products including Excel, Word, and PowerPoint.Experience with webpage creation, especially using Drupal.Experience with E2i Solutions travel assistance, Government Time and Attendance (GovTA) timekeeping assistance, or GLAAS.Prior experience with USAID, USG or other related organizations.Ability to obtain a USAID facility access (Public Trust) or SECRET clearance required; active USAID facility access or SECRET clearance preferred (US citizenship required).A Master's degree and a minimum of 2 years; Bachelor's degree and a minimum of four years of professional experience (to include internships); or a High School Diploma and 9 years' experience.
