MCPS Official Job DescriptionSUMMARY DESCRIPTION:Under direction, is responsible for the development and support of business and technical change management processes for identified business systems. Engages in requirements gathering, business process management, change management processes associated with enterprise system implementations, upgrades and enhancements, custom reports, and application testing. Participates in analysis, assessment, troubleshooting, and planning activities to address readiness for change in delivery of emerging technologies. Shares technical expertise and guidance with staff and stakeholder participating in and implementing change management programs required for operational effectiveness with business systems. Creates communications plans, manages application test plans, collaborates on training needs, and develops/manages support processes. Applies knowledge of systems development methodologies and best practices in the implementation of business solutions. Conducts ongoing data gathering and assessment to support user adoption of new systems.

KNOWLEDGE, SKILLS, and ABILITIES:Considerable knowledge of the MCPS organization or large diverse legacy and cloud based systems. Knowledge of business, technical and user processes is required. Ability to understand and conform to the techniques and procedures associated with the delivery and deployment of business systems, software testing, communications, and documentation methods. Ability to develop technical and user communications for emerging technologies. Ability to test applications to ensure compliance with operational requirements to ensure completeness and accuracy. Ability to troubleshoot and resolve technical issues. Ability to understand user needs and develop user requirements. Ability to work under severe time constraints. Excellent oral and written communication skills, as well as human relations skills. Excellent time management skills. Excellent analytical and problem solving skills. High degree of professionalism which includes; attitude, work ethics, taking responsibility, personal incentive, intra-organizational effectiveness, meeting deadlines, flexibility, multitasking, and attention to detail.

EDUCATION, TRAINING, and EXPERIENCE:Bachelor's degree required. Training and experience with project management practices and tools required. Five years or more experience in product deployment activities including change management, communications and training associated with new business applications and processes. Considerable experience in working with multi-member teams. Other applicable education, training, and technology support experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. Experience in SQL, Power BI, Oracle OTBI, and/or Oracle BI preferred. Experience with Oracle cloud fusion products preferred.
