Description:

The Financial Analyst is a key role within our Program Management Organization (PMO) that oversees a portfolio of IT investments for the federal government. We are seeking a highly motivated and experienced Financial Analyst to support the financial management and budgetary operations for our federal government client in the Washington, DC metro area. This position will involve a wide range of financial analysis tasks, including budget formulation, financial forecasting, and performance metrics tracking. The ideal candidate will have a strong understanding of federal government financial systems and possess the analytical capability to enhance financial decision-making.

Requirements:

U.S. Citizenship is required.

Candidate must be able to obtain Public Trust clearance.

The position requires onsite presence at least 2-3 days every month, with additional days as needed.

Qualifications and Experience:

Bachelor's degree in Finance, Accounting, Business Administration, or related field.

Minimum of 8 years of financial analysis experience, preferably within a federal government setting.

Strong knowledge of federal budgetary procedures and policies.

Strong understanding of financial concepts, accounting principles, and industry standards.

Expert level proficiency in Microsoft Excel and experience with federal financial management systems.

Strong analytical, quantitative, organizational, and problem-solving skills.

Demonstrated ability in written and verbal communications to articulate complex concepts and foster agreement.

Advanced proficiency in Microsoft Office Suite, with expertise in MS Excel skills to efficiently manipulate large data sets using formulas, pivot tables, charts, and graphs to produce meaningful analyses and reports.

Experience in developing, maintaining, and analyzing financial data in spreadsheets with a keen attention to detail.

Competence in integrating Excel with other Microsoft Office tools, such as importing/exporting data between Excel and Word or PowerPoint for reporting and presentation purposes.

Familiarity with federal government financial reporting and tracking procedures and guidelines.

In-depth knowledge of Capital Investment and Operations funding categories and the processes used to manage them.

Demonstrated experience in preparing financial reports and presentations for senior management and stakeholders.

Ability to formulate strategic plans that align with long-term program objectives.

Analytical mindset capable of solving complex financial problems and making data-driven decisions.

Strong collaboration skills to effectively work with cross-functional teams in communicating financial status.

A meticulous approach to data accuracy and financial analysis.

Strong organizational skills to manage multiple projects and meet deadlines in a dynamic environment.

Preferred Qualifications:

MBA or other advanced degree in a related field.

Certified Public Accountant (CPA) or Certified Management Accountant (CMA).

Prior experience with federal contracting.

Proficiency in designing and implementing interactive dashboards to visualize and interpret data.

Responsibilities:

Data Analysis: Gather and interpret financial data to make informed recommendations to the client on short-term and long-term financial planning and strategies.

Financial Tracking: Track obligations and expenditures to ensure compliance with budgetary guidelines and financial policies. Create annual spend plans.

Budgeting: Assist in the planning, creation, and coordination of budgets in accordance with federal guidelines, regulations, and industry best practices.

Financial Forecasting: Analyze financial trends and project future revenues and expenses to use for strategic financial planning.

Performance Evaluation: Monitor the financial performance of the company and compare it to its strategic objectives and competitors.

Reporting: Prepare monthly, quarterly, and annual financial reports that detail financial status and health of the program. Report submissions include financial data and metrics to internal and external stakeholders and external government agencies. Perform ad-hoc financial analysis as requested by the management team or client.

Advisory: Provide guidance to management on financial performance, including cost underruns, overruns, etc.

Develop Financial Models: Create advanced models to predict financial performance under various scenarios and to support long-term financial planning initiatives.

Collaboration: Work closely with team and project managers to analyze cost structures and financial risks.
