This position is responsible for overseeing and guiding all aspects of the organization’s marketing and communication strategies. Primary duties include technical and operational planning and oversight, as well as resource, relationship, and people management. This position requires a seasoned professional with a strong blend of strategic thinking, team leadership, and exceptional communication skills.Essential Responsibilities
Technical/Operational Leadership
Oversees brand strategy, ensuring consistent and compelling brand positioning across all channels and touchpoints.Defines and refines brand positioning, messaging, and visual identity.Oversees the planning, execution, and evaluation of integrated, multi-channel marketing campaigns, utilizing a mix of digital, social media, email, experiential, and traditional marketing channels.Monitors campaign performance and adjusts strategies for optimal results.Directs the creation of engaging and effective marketing and communications campaigns, including message development and content strategies.Ensures consistent messaging and branding across all marketing materials.Cultivates and maintains relationships with media outlets, journalists, and industry influencers.Develops and distributes press releases and manages media inquiries.Oversees the organization’s visibility, including earned, owned, and paid media, including social media.Utilizes analytics tools to track and analyze marketing performance metrics.Prepares regular performance reports for management, highlighting key insights and recommendations.Strategic/Operational Planning
Participates in the development of vision, goals, and strategic plans for the department.Provides input into the strategic plans of the organization.Develops annual team goals that align with organizational strategic goals in collaboration with the Vice President.Develops short and long-term plans and policies; oversees the development and execution of standard operating procedures.Maintains a business unit view while establishing department priorities, being cognizant of broader business unit and organizational impacts.Financial/Resource Management
Recommends budgets in alignment with short and long-term plans.Manages resources to ensure priorities are accomplished.Approves resource allocations within budget, including people, finances, and timelines.Relationship Management
Leads effective communication systems for work group(s), ensuring a collaborative culture.Builds and ensures effective relationships across internal teams and externally.Partners with internal leaders and managers in identifying improvement plans and processes.Represents CareOregon in external meetings and functions, providing productive leadership presence and effectiveness.Employee Supervision
Directs team(s) and establishes team direction and goals in alignment with the organizational mission, vision, and values.Identifies work and staffing models; recruits, hires, and oversees a team to meet work needs, using an equity, diversity, and inclusion lens.Identifies department priorities; ensures employees have information and resources to meet job expectations.Leads the development, communication, and oversight of team and individual goals; ensures goals, expectations, and standards are clearly understood by staff.Manages, coaches, motivates, and guides employees; promotes employee development.Incorporates guidance from CareOregon equity tools into people leadership, planning, operations, evaluation, budgeting, resource allocation, and decision making.Ensures team adheres to department and organizational standards, policies, and procedures.Evaluates employee performance and provides regular feedback to support success; recognizes strong performance and addresses performance gaps and accountability (corrective action).Performs supervisory tasks in collaboration with Human Resources as needed.Organizational Responsibilities

Minimum 10 years of marketing and communications experience that includes brand management, marketing strategy, public relations management, and content creation.Preferred

Knowledge
Understanding of marketing and communications needs within the Medicaid, managed care and/or health insurance industry.Knowledge of managed care and health plan concepts, principles, practices, and regulations.Knowledge of the principles of graphic design layout and format for professional production.Understanding of financial structures, fiscal responsibility, and economic impact of business decisions.Skills And Abilities
Excellent skills in leading in brand management, positioning, and content messaging.Strong abilities in leading and overseeing integrated marketing campaigns.Ability to effectively lead media and public relations.Exceptional communication skills, both verbally and in writing; ability to present effectively to a variety of audiences.Strategic thinking and planning skills; ability to effectively convey business unit goals and plans, ensuring integration into strategic plans and initiatives.Ability to balance strategic and operational priorities, and proactively identify and resolve operational barriers and issues.Skilled in budget and resource plan development and management.People management skills, including hiring, goal setting, coaching, performance management, and development.Proficient in developing key performance indicator metrics reporting for marketing operations using spreadsheets, business intelligence tools, pivot tables, graphs, and charts.Ability to create and develop strategic partnerships with multiple stakeholders internally and externally.Ability to work with internal and external stakeholders regarding technology, process, and regulatory issues.Ability to work effectively with diverse individuals and groups.Ability to learn, focus, understand, and evaluate information and determine appropriate actions.Ability to accept direction and feedback, as well as tolerate and manage stress.Ability to hear and speak clearly for 3-6 hours/day.Ability to see, read, and perform repetitive finger and wrist movement for at least 6 hours/day.Working Conditions
