WHAT IS THE RESEARCH, APPLIED ANALYTICS AND STATISTICS DIVISION?A description of the business units can be found at:Vacancies will be filled in the following specialty areas:Research, Applied Analytics and StatisticsThe following are the duties of this position at the full working level of GS-13.Plans and carries out major projects for collecting detailed economic data from tax and information returns and other primary sources.Takes a leading role in managing all project areas which includes determining user requirements, program content, sample design, information systems design, training field personnel, and data collection and correction procedures.Ensures file delivery and data publication.This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.The following are the duties of this position at the full working level of GS-14.Performs a wide variety of economic studies to evaluate policies affecting tax administration and taxpayer compliance and to define feasible alternatives.This involves analyzing long-range effectiveness associated with the issues and resulting recommendations and their relationship to the mission and strategic goals of the IRS.Provides senior management with analyses of problems and authoritative economic advice on important decisions, which must be made under conditions of uncertainty, such as changes in the future economic and demographic environment or technology, or changes in managerial priorities.The following are the duties of this position at the full working level of GS-15.Performs a wide variety of economic studies to evaluate policies affecting tax administration and taxpayer compliance and to define feasible alternatives.This involves analyzing long-range effectiveness associated with the issues and resulting recommendations.Provides senior management with analyses of problems and authoritative economic advice on important decisions, which must be made under conditions of uncertainty, such as changes in the future economic and demographic environment or technology, or changes in managerial priorities.RequirementsTelework Eligible Positions : Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status.Must be a U.S. Citizen or National and provide proof of U.S. Citizenship.Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).QualificationsFederal experience is not required. The experience may have been gained in the public sector, private sector or a combination of education and experience. The education must include courses equivalent to a major in economics, plus appropriate experience or additional education. Examples of qualifying experience include:Individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusion and report preparation.Supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information.Teaching assignments in a college or university that included both class instruction in economics subjects and personal research that produced evidence of results.You must meet the following requirements by the closing date of this announcement OR time of referral:BASIC REQUIREMENTS - ALL GRADES:To be eligible for this position you must have a bachelor's or higher degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.ORA combination of education and experience.
