The purpose of this requirement is to support CDC in its effort to gather and analyze data from longitudinal pregnant people and infant surveillance and Birth Defects surveillance/registry systems, as well as provide services to support CDC activities related to neonatal abstinence syndrome to make use of existing state bio surveillance and other surveillance tools to improve voluntary, de-identified prenatal and newborn health data. Data may include opioid-related information before and during pregnancy to reduce risks associated with neonatal abstinence syndrome and optimize care.

Responsibilities

Developer in SharePoint and Power Platform, shall provide technical assistance in the development process and shall develop, customize, and implement Center-level SharePoint business applications with the ability to scale to other organizations across the agency supporting data modernization efforts. The applications will support functions in Budget, Communications, Contracts, Extramural (Grants, Cooperative Agreements, IAAs), Facilities and Emergency Preparedness, Human Resources, Policy, Procurement and Property, Science and Travel areas. The applications will be developed and hosted in Enterprise SharePoint and the Power Platform with the ability to request data from other CDC enterprise systems where available.

Subtask 1 : Provide technical expertise with extensive knowledge of process, software product, and/or specific technology. Plan and develop custom designed SharePoint sites and Power Apps. Provides technical expertise to integrate SharePoint systems with other agency systems. Recommends information technology strategies, policies, and procedures by evaluating Center outcomes; identifying problems; evaluating trends; anticipating requirements.Subtask 2 : Facilitate and at times lead requirements gathering sessions, using expertise to define and document requirements, including validating requirements with stakeholders as they relate to current environments and future trends. Recommend a technical approach to meet the business needs. Generate design specifications for software development, translating the business requirements into detailed algorithms for coding.Subtask 3 : Daily, performs system design, analysis, and engineering tasks related to the design and implementation of major enterprise system development and integration.Subtask 4 : Design, create and maintain Division and Center-level internal and external-facing SharePoint sites and Power Apps using both custom coded and out-of-the-box document management, workflow, and collaboration functions.Subtask 5 : Serve as site/sub-site administrator for Division and Center-level Power Platform and SharePoint sites, both internal and external facing.Subtask 6 : Provide advice, technical consultation and guidance to customers by analyzing and resolving problems and evaluating alternative means of satisfying user requirements.Minimum requirements:

Senior-level programming experience is required to develop this system using SharePoint, SPFx, REST/API, Azure, MS Graph, JavaScript, CSS, HTML, Power Fx, SQL, DAX, Power Apps, Power Automate, Power BI, Nintex Forms and Workflows, and Visual Studio.Participate in machine learning and natural language processing sessions with Epidemiologists and other teams.Co-lead design and implementation of NorthStar Architecture for SET-Net's Data Modernization Initiative, enabling a comprehensive data structure to support reporting and analytics.Leverage SAS, R, and SQL for data transformation and analysis. Convert code between languages and conduct code review sessions with product owners and developers.Mentor current and new staff in data design, modeling, and best practices in data lifecycle management.Develop new Power BI reports and dashboards to increase (SET-Net's (surveillance system)) analysis capabilities.Utilize Kimball-based data modeling techniques and medallion architecture to create and maintain tables and other objects for SET-Net data. And resolve relational database issues as a subject matter expert.Recommend and implement database changes to respond to scientific analytic needs and maintain a data dictionary for all data files used to create reports provided to the CDC project team every quarter.Develop and advance standard operating procedures for data management.Identify training needs of end users related to data quality.Develop technical training guides to respond to identified training needs, Test software to ensure proper functionality, troubleshoot problems and resolve technical issues.Education & Certification
