The Human Capital (“HC”) Bureau of Strategic Planning (“BSP” or “the Bureau”) drives change across HC, supporting projects and agency-wide efforts to achieve operational excellence. BSP also ensures that City leaders and agency executives have the information and tools they need to conduct strategic workforce planning.

The Bureau partners and leads business process improvement initiatives across HC; oversees HC’s Key Performance Indicators, including management of the HC portion of the Mayor’s Management Report (MMR) and Preliminary MMR; publishes the annual Workforce Profile Report; monitors for and reports on provisional municipal and state compliance; supports all of HC’s data reporting and analytics; supports agencies’ workforce planning efforts/initiatives; administers and evaluates citywide personnel policies; and administers citywide employee programs.

ResponsibilitiesData Processing

Interface with internal and external customers, gathering requirements, and delivering complete reporting solutions.Acquire data from various internal and external data sources and maintain database/data systems. This includes extracting, transforming, and uploading of large volumes of data from disparate sources into a concise and precise structure.Process data according to requirements, specifications, procedures, and output to a variety of formats.Prepare templates in a variety of formats for output.Simplify the data management process through creation of automated scripts.Continually review report design, code, and data to ensure valid information is being provided to the management team.Maintain accurate and up-to-date documentation regarding data requests and specifications.

Data Analysis & Reporting

Identify, analyze, and interpret trends or patterns in complex data sets.Deliver timely and accurate workforce reports on a monthly and ad-hoc basis.Synthesize data and generate insightful reports that will be used to make sound business decisions (including memoranda, analytic and qualitative reports, procedures, status and progress reports, and takes thorough notes at meetings and events).Must be able to communicate data results in a clear, concise, and effective manner to a non-statistical audience.

Strategic & Tactical Planning

Contribute to business decision making through the development of data-centric tools and applications (i.e., interactive dashboards, reports, and templates).Proactively identify and suggest report automation opportunities whenever possible.Recommend standards to improve the quality of data and speed of analysis.Work with management to ensure and document standard operating procedures that support data quality and production efficiency.

Prioritize data requests accordingly to ensure deadlines are met.Cross-train with other team members on all ongoing workforce planning related projects, assess current approach, and suggest improvements when appropriate.Develop and maintain internal and external collaborative relationships.Display strong communication and interpersonal, and leadership ability across all levels.

Minimum Qualifications

A Baccalaureate degree from an accredited college or university and three years satisfactory full-time experience related to the projects and policies to be studied in the particular position.

Preferred Skills

Intermediate to advanced experience in data analytics.Intermediate to advanced experience with statistical software packages such as R.Intermediate to advanced experience using Microsoft Excel, Access, SQL Server.Familiarity with Visual Basic for Applications (VBA).Experience with charting, graphing or other data visualization tools to include dashboards such as Power BI, Tableau, or Shiny Apps.Possess strong data analysis experience with complex and large data sets, problem-solving skills and attention to detail.Comfort working with preparing, reporting and presenting to senior/executive level managers and vital business partners with varied technical experience, including the use of electronic databases.Able to organize work and provide a high level of time management and planning.Excellent and effective communication skills (listening, written and oral), including the ability to understand and be understood in English with audiences of varied technical skills.Able to develop and maintain collaborative working relationships with stakeholders.Pro-active and self-motivated with a service-oriented approach.Able to handle sensitive situations and maintain a high degree of confidentiality.Strong desire to work with diverse groups of people.Able to work well within a team, meet deadlines, analyze problems, and handle potentially difficult situations.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
