About the OpportunityThe Deputy Director for Finance will report to the SEAA Chief Financial Officer and will:Oversee monthly reconciliation of system databases, general and subsidiary ledgers, lender activities, and bond accounts.Prepare internal and external monthly, quarterly, and annual management reports including the Annual Comprehensive Financial Report (ACFR) and the annual audited financial statements.Perform financial analysis and make recommendations regarding SEAA financial activities, including analyzing and forecasting revenues, expenditures and financial obligations for cash management as well as annual and long-term budget planning.Understand and monitor financial and accounting policies and procedures, including Generally Accepted Accounting Principles (GAAP); Governmental Accounting Standards Board (GASB) pronouncements; federal and State statutory and regulatory accounting and financial reporting requirements; and UNC System Office requirements.Advise SEAA Program Managers and College Foundation, Inc. (CFI) business partner managers on financial and budget management.Represent the Authority as needed in interactions with SEAA and University management and staff, lender business partners, representatives of State and federal agencies, auditors, bond trustees and advisors.Collaborate with colleagues at SEAA, UNC System Office and other business partners.This position is expected to work on-site at least three days per week and may be eligible for a hybrid work arrangement, consistent with System Office policy. North Carolina State Education Assistance Authority (NCSEAA) employees are generally required to reside in North Carolina, within a 2-hour commuting distance of their assigned duty station.Minimum Education, Experience, and SkillsA minimum of a bachelor's degree with specific coursework in cost, financial and managerial accounting, business administration, statistics, finance, and computer information systems with at least 5 years of administrative or fiscal management experience in a higher education or governmental setting. Master's degree in a relevant field preferred.Required CompetenciesProfessional knowledge of generally accepted accounting principles, including fund accounting as applied in higher education and/or governmental settings, budgeting, forecasting, cost accounting, transaction management, and financial reporting and auditing. Familiarity with financial management information systems, including the ability to oversee operation of a multiple database agency accounting system. Knowledge of risk management, including segregation of duties and related internal control concepts and practices, as well as data security principles and methods. Experience in business process improvements to ensure effectiveness, efficiency, security, and excellent customer service. Ability to demonstrate sound judgement, strong planning and analytic skills, and commitment to quality and innovation. Demonstrated leadership and management ability in supervising and developing staff. Excellent interpersonal communication and team building skills. Proficiency with Microsoft Office, including Outlook and Word and advanced knowledge of Excel and Access with the ability to query databases using Crystal Reports and develop complex spreadsheets is required. Ability to develop intermediate skills in using PeopleSoft and multiple proprietary database systems used for account management, accounting, and financial reporting.Preferred Education, Experience, and SkillsCertified Public Accountant (CPA) or CPA candidate preferred. Management-level work experience in banking, finance or student loan administration preferred. Experience with PeopleSoft preferred.Classification:
