Overview
TRC is seeking an experienced Emergency Planner.
This Emergency Management Professional will be a trusted member of a team responsible for supporting a government client in the Boston Metro area and coordinate the development and refinement of emergency planning documents, policies, and procedures. They will also support the emergency management and security teams during blue sky and incident planning and management, as well as assist with the development and implementation of staff trainings. This is an early to mid-career level position with robust growth potential. Additional project assignments with other TRC clients are also likely.
Responsibilities
The successful candidate will need to: Support the development, implementation, update, and maintenance of various security and/or emergency management plans, policies, and procedures. Provide project management support and training to designated employees in support of Security Preparedness and Incident and Emergency Response capabilities. Fulfill the role of Emergency Planner or other relevant positions in the EOC during activations. Support the coordination of large-scale events or incidents as they affect MBTA and MassDOT assets such as high-traffic events within MA, or the City of Boston. Provide subject matter expertise for the development of security and emergency management functions of a transportation system during emergencies or disasters. Assist in the development and implementation of table-top and full-scale emergency exercises following MBTA, MassDOT, State, and Federal requirements. Assist with multi-jurisdictional coordination efforts with local emergency responders and various emergency management agencies. Assist with the security and emergency management certification processes. Assist in the coordination, development and implementation of policies and mitigation efforts related to climate change, global warming among other mitigation and resiliency efforts across the Commonwealth to include multi-jurisdictional coordination with multiple agencies. Participate and/or help coordinate and develop After Action Reports. Deliver trainings and presentations on planning, preparedness and emergency management. Other duties as deemed necessary and appropriate for emergency management personnel for the client.
Qualifications
REQUIREMENTS Bachelor’s degree, preferably in emergency management, public health, safety management, public administration or similar. 3-10 years of related experience in Emergency Planning and Management. Excellent technical writing skills. Familiarity and or certifications in FEMA/DHS related areas of specialty (ICS 100, 200 etc.). Ability to work collaboratively as part of a larger team to support business objectives. Work closely with government emergency management, law enforcement and security agencies. Ability to travel periodically to meet client and project needs. Ability to work in commercial and industrial settings and follow strict safety protocols. Fluent written and verbal English communication skills. Ability to pass multiple detailed background checks (including criminal history) and drug screening. U.S. Citizen, with current driver’s license and ability to travel by air, bus, train, etc. Proficiency with standard MS Office tools, laptop computers, and/or related tools. The ability to occasionally walk and/or stand for extended periods of time, often in outdoor environments. Highly detail-oriented and possess strong organizational skills. Desired Additional Skills : Bi-or multi-lingual skills are a plus. Master’s degree is a plus. Certifications such as HSEEP, MSP, CBCP, CEM, CDEP, or in other related areas are a plus.
