CEIP is a program administered by Heluna Health. CEIP functions under a cooperative agreement with the Centers for Disease Control and Prevention (CDC) and is a collaborative effort involving the California Department of Public Health (CDPH), the University of California, Berkeley, the School of Public Health, and several local health departments. The ELC is also a program administered by Heluna Health, strengthening the nation’s capacity to respond to domestic infectious diseases, with a myriad of activities including improving surveillance detection and response in all fifty states and territories. CEIP and ELC are working as partners in the efforts described below.Under the supervision of the Chief of the California Reportable Disease Information Exchange (CalREDIE) Stakeholder Support Section, Communicable Disease Emergency Response Program, with the California Department of Public Health and under the general direction of the Surveillance Program Manager, the Business Analyst will support the goals of CEIP and ELC on two ongoing CEIP data system integration projects with CalREDIE. The CEIP projects both aim to improve the interoperability and integration of CEIP surveillance data reporting with existing state infrastructure, CalREDIE. This work will integrate CEIP data into the CalREDIE system and prepare the data to be included in a message to the CDC. Implementation of the specific data into CalREDIE will allow real-time reporting of data and improve data quality.Applicants must submit a cover letter and resume for consideration.JOB QUALIFICATIONS

A successful candidate for this position will have a strong background in public health informatics. Experience and familiarity with relevant standards/vocabularies (e.g., LOINC, SNOMED, HL7, FHIR), CDC message mapping guides (MMGs), and/or public health surveillance systems preferred.ESSENTIAL FUNCTIONS

Coordinate the data system integration projects between multiple government agencies in federal, state, and local public health jurisdictions as well as with two multifaceted federally funded programs;Follow standard operating procedures for the review of message mapping guides and conducting gap analysis for the CEIP ELR projects (FoodNet and ABCs) in CalREDIE;Maintain security and confidentiality of data at all times;Attend relevant professional conferences and training classes to maintain and enhance the current level of service to the California Department of Public Health customers.Education/Experience

Master’s Degree in Public Health, health care information technology, computer science, or related area.Public Health Experience Requirements

Minimum one year experience in ELR preferred;Minimum one year experience with informatics preferred;Experience with HL7 messaging, overseeing projects involved with building Message Mapping Guides (MMG), conducting gap analysis;Experience coordinating analysis at the state and national levels to meet goals for both individual agencies and the group;Experience tracking multiple ongoing projects.Other Qualifications
