The City of Oxnard is seeking versatile professional who can seamlessly transition between the roles of

MS SQL Server Database Administrator (DBA) and Developer.

The ideal candidate will be responsible for ensuring the stability, performance, and security of SQL Server databases while also contributing to database design, backup and recovery strategies, installation of new releases, and data modeling.

WHAT YOU'LL DO:Database Administration: Manage and maintain SQL Server databases to ensure data integrity, high availability, and performance of the applications.T-SQL Programming: Develop, optimize, and maintain T-SQL scripts and stored procedures.Database Design: Assist in the design and implementation of database schemas, ensuring efficient data storage and retrieval.Backup and Recovery: Develop and implement backup and recovery plans to safeguard data against loss and corruption.Installation and Upgrades: Handle the installation of new database releases and patches, ensuring minimal disruption to operations.Performance Tuning: Monitor and tune database performance, including SQL Server configuration, indexes, and query execution plans.Security: Implement and manage database security measures, including user permissions and data encryption.Troubleshooting: Diagnose and resolve database access and performance issues.Maintenance: Conduct regular database maintenance activities such as index rebuilds, database reorganizations, and statistics updates.Documentation: Document database configurations, processes, and procedures to ensure knowledge transfer and continuityModernization: Stay current with industry trends and best practices in MS SQL Server Administration and development.Payroll/Classification Title:

Principal Business Systems Analyst WORK SCHEDULE: This is an on-site job.

The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am to 5:00pm.

Please note: The Information Technology Department supports public safety personnel including the Police Department. Therefore, as part of the selection process, applicants will be required to successfully complete a thorough background investigation, which includes a polygraph exam.

Minimum Qualifications

The following are the minimum qualifications necessary for entry into the classification:

EDUCATION:

A Bachelor's Degree from an accredited institution with major coursework in Computer Science, Information Technology, Cyber Security or a related field.EXPERIENCE:

3+ years of experience as a MS SQL Server Database Administrator.5+ years of experience as a MS SQL Developer.Strong proficiency in administering MS SQL Server databases (versions 2014 and above).Experience with SQL Server Integration Services (SSIS) and SQL Server Reporting Services (SSRS).Experience with database design, development, and optimization using T-SQL.Hands-on experience with database backup and recovery strategies.Familiarity with database security best practices and principles.Excellent problem-solving and troubleshooting skills.Proven experience with database documentation including ERDs.Strong communication and collaboration skills, with the ability to work effectively in a team environment.LICENSING/CERTIFICATIONS:

Valid CA Class C Driver's LicenseOTHER REQUIREMENTS:Must be able to effectively communicate in English, both orally and in writing

Highly Desirable Experience, Qualifications and/or Certifications:

Local government or public sector experience especially public safety (police and fire).Experience with high availability and disaster recovery solutions and database mirroring.Knowledge of performance tuning techniques and tools for MS SQL Server databases.Experience managing all levels of data models: conceptual, logical, and physicalFamiliarity with cloud-based database solutions such as Azure SQL Database or Amazon RDS.Experience with other database solutions such as Oracle, DB2, or mySQLRelevant certifications such as Microsoft Certified: Azure Database Administrator Associate or Microsoft Certified: Data Management and Analytics are a plus.

Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.

This position requires a 12 month probationary period.

Retirement Contributions:New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.

Vacation/Annual Accrual Rates:Leave accrual rates vary between 6.24 - 11.78 hours per pay period based on years of service.

Administrative Leave:Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year.

Deferred Compensation:The City contributes 1% to a deferred compensation program.Bilingual Pay:A regular full time employee may receive bilingual pay at the rate of $50.00-$100.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.Health and Dental:Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below:

Level One

- For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City's monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee.

If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.

Level Two

- For employees hired on or after January 1, 2023, the City will contribute $1,863.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.

Holidays:The City observes 12 holidays per year

Life Insurance:City employees receive Basic Life Coverage ($5,000) + AD&D ($10,000) + 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance.

Tuition Reimbursement:Full-time employees are eligible for 75% reimbursement for work related coursework up to a maximum of $5000 per fiscal year.
