in this position performs difficult professional work relating to the planning, design, and construction of WSACC wastewater transmission/treatment facilities, providing WSACC technical lead and project management for major expense and capital improvement projects, organizing, analyzing and directing the operation of the wastewater collection system, interacting with staff and local government officials from jurisdictions/entities serviced by WSACC facilities, coordinating with local, State, and Federal regulatory agencies on WSACC projects/activities, and related work as apparent or assigned. Work is performed under the general direction of the Engineering Director. Departmental supervision is exercised over all personnel within the department.Responsibilities:Comprehensive knowledge of the principles, practices, and theory of civil engineering and contract management.Thorough knowledge of the process required to implement new data into the flow acceptance system.Thorough knowledge of the equipment and materials used in the construction of wastewater collection and treatment systems.Considerable knowledge of related engineering principles and practices.Thorough knowledge of the operating characteristics and maintenance requirements of a wastewater treatment plant on a round-the-clock basis.Thorough knowledge of standard laboratory tests and procedures used in a water/wastewater treatment plant.Considerable knowledge of hydraulics, chemical and mechanical principles pertinent to wastewater treatment plant operations.Considerable knowledge of applicable Federal, State, and local laws, ordinances, and permitting requirements.Considerable knowledge of computer networking and control systems.Skill in the use of computers and calculators.Ability to detect flaws in the operation of mechanical equipment and to determine proper remedial measures.Ability to interpret laboratory test results and to make modifications in treatment plant operations to adapt to changing conditions.Ability to communicate clearly complex oral and written instructions.Ability to establish and maintain effective working relationships with regulatory officials, outside contractors, associates, and the general public.Education:Bachelor's degree with coursework in chemistry, biology, environmental engineering, civil engineering, or related field and extensive experience in treatment plant management or water/wastewater engineering including some supervisory experience, moderate experience in wastewater engineering project design; extensive experience in engineering plan review, construction administration, project coordination, bid coordination, and contract administration, or equivalent combination of education and experience.License or Certification:Possession of NC Wastewater Treatment Plant Operator certification desirable.Possession of NC Wastewater Collection System Operator certification desirable.Possession of NC Professional Engineer license.Maintain the required continuing education credits for certification annually.Valid driver's license in the State of North Carolina.
