SCOPE OF THE PROJECT:

THE CHILD SUPPORT SERVICES APPLICATIONS TEAM IS PART OF THE DEPARTMENT OF SOCIAL SERVICES (DSS) AND IS RESPONSIBLE FOR DEVELOPING AND MAINTAINING APPLICATIONS IN SUPPORT OF THE CHILD SUPPORT SERVICES DIVISION (CSSD) INCLUDING PACSS (PALMETTO AUTOMATED CHILD SUPPORT SYSTEM), SDNH (STATE DIRECTORY OF NEW HIRES) AND THE CLIENT PORTAL APPLICATION.

This is a multi-faceted position spanning disciplines in both software testing as well as business analysis working within a self-directed, agile team framework.In the role as Lead QA, candidates will not only test new features and functionality, but will also actively use every function and tool of the software solution in order to develop a deep understanding of the product and how it works. Constant use of the application will allow for proactive identification of defects, performance and reliability issues, as well as other potential failures. Detailed disciplines in recording, measurement and reporting to track the progress and outcomes of the testing process are essential job skills.As a Business Analyst, candidates must become familiar with the standard workflows and requirements of Child Support particularly in the area of financials. As a critical team member, duties will include clarifying and translating requirements for the benefit of software development team member

Job Duties

As a Software Development Test / QA lead you will be responsible for all aspects of software testing. Working within the development team you will:Plan, design, and author effective test cases.Assist the project team in the evaluation and prioritization of bugs and/or enhancements related to the financial components of PACSSCoordinate with the system test team to define and execute tests of the financial system.Evaluate and test new or modified software programs and software development procedures used to verify that programs function according to user requirements and conform to established guidelines.Identifies differences between established standards and user applications and suggests modifications to conform to standards.Monitors program performance after implementation to prevent reoccurrence of program operating problems and ensure efficiency of operation.Write documentation to describe program evaluation, testing, and correction.As a Business Analyst, you will work closely with the Product Owner and development team members by:Monitoring daily operations and verifying that financial transactions are completed successfully in PACSS.Troubleshooting and defining financial system problems.Supporting the nightly batch process to solve/correct any financial errors.Provide daily/weekly/monthly financial reports as requested.Work with the agency financial staff to answer questions, create reports and provide insight on the PACSS financial system.Refining operational objectives by studying business functions; gathering information; evaluating output requirements and formats.Supplying new user stories or use cases by analyzing requirements; constructing workflow charts and diagrams; studying system capabilities; writing specifications.Improve the system(s) by studying current practices and suggesting required modifications.Recommends controls by identifying problems; writing improved procedures.Maintaining system protocols by writing and updating procedures.Providing references for users by writing and maintaining user documentation; providing input to operations help desk support, user training needs, etc.Preparing technical reports by collecting, analyzing, and summarizing information and trends.Contributes to team effort by accomplishing related results as needed.Perform tasks efficiently and work together with team to ensure project success.

REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):

7+ years experience supporting child support financial systems and processesThorough knowledge of child support financial system concepts, processes and related Federal requirementsA strong understanding of the basics of financial operations, from receipts to disbursements to reconciliationAbility to analyze, research and validate financial transactions and activity in child support systemsExtensive experience of testing software in later stages of development for reliability and accuracy.7+ years of experience documenting processes and test outcomes.Understand program, policy, practice and business operational functions within state and local government Child Support services.Must be able to multi-task and meet deadlines in a fast-paced start-up environment.Ability to communicate (orally and written) effectively with technical, non-technical staff, customers/stakeholders (State and Federal) and executivesBachelor's degree in business, information systems or related discipline, or equivalent and extensive related project experience; M.B.A. or MPA preferred.Environments and ToolsTFS (Team Foundation Server)Visual StudioMS SQL 2019 / 2022MS ProjectMS Office (Excel, Word)SharePoint

PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
