PRIMARY PURPOSE:

The Executive Director of Special Education leads the District in the development, implementation and monitoring of curriculum, instruction and assessment for students who receive special education services in accordance with federal, state and local laws, policies and procedures. The Executive Director also directs, evaluates and manages the District’s personnel that provide special education services.

The Executive Director of Special Education must act with integrity, support organizational goals, demonstrate the ability to inspire, grow and motivate others and commit to championing the needs of the students, employees and overall District.

Direct and supervise the implementation, monitoring and evaluation of the District’s special education services program.Develop, implement and enforce special education regulations and procedures.Audit records for students that receive special education services and ensure that all documentation is in compliance with federal, state and local laws, policies and procedures.Monitor curriculum implementation, instructional strategies and behavioral interventions by conducting classroom observations and walkthroughs.Develop, implement and monitor operational guidelines for the District’s special education services program.Design and conduct training and development for the District’s special education services program personnel.Promote the special education services program to parents and community groups.Review and approve all curriculum and instructional materials for use with the District’s special education services program.Assist campus and central office personnel in the selection of adaptive materials and equipment based on the needs of students that receive special education services.Monitor all special education services budgets.Serve as liaison between federal, state, regional and local special education services departments.Serve as a member of the Admissions, Review and Dismissal Committee as needed.Assist in recruitment, selection, training and evaluation of campus-based personnel in collaboration with campus principals.Recruit, screen, select, develop, evaluate and retain central office personnel that provide effective special education services.Directly supervise Directors and Managers in the Special Education Department.Compile, maintain and present required reports, records and documents as well as utilize program evaluation data to the District’s special education services program.Identify new trends, techniques and activities in special education services and incorporate these within the program in compliance with federal, state and local policies.Assume responsibility for his/her own professional development for keeping current with the literature, new research findings and improved techniques in special education services programming.Perform all other duties as assigned.

SUPERVISORY RESPONSIBILITIES:

Evaluates recommendations of others, deciding on course of action in ambiguous situations, and oversees the deployment of innovative solutions. Collaborates with district leadership to develop strategies and broad departmental objectives; establishes methods, techniques and evaluation criteria for projects, programs and people in the achievement of strategic objectives.

WORKING CONDITIONS:

The usual and customary methods of performing the job’s functions require the following physical demands: physical mobility, standing, prolonged sitting, some lifting, carrying, pushing and/or pulling. This position will also require both traveling within the district and statewide. Mental demands: ability to solve problems and deal with a variety of situations; ability to interpret a variety of data; ability to apply knowledge of current research and theory of instructional programs; ability to be effective in both oral and written communication; ability to maintain emotional control under stress.

Master’s Degree in special education from an accredited college or universityThree years experience in supervising a special education department on a public school campusThree years experience in supervising a special education department on the central office level in a public school district
