The Bureau for Humanitarian Assistance (BHA) is the lead federal coordinator for international disaster assistance. BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. Team Credence, through BHASC, provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24 hours a day/7 days a week (24/7) response capability.The Junior Acquisition and Assistance (A&A) Specialist provides administrative services for integrated acquisition and assistance support to BHA to ensure the timely execution of contracts, grants, cooperative agreements, interagency agreements, and other agreements to implement effective programs. For Jr. Specialists assigned to Assistance – Grants support, additional duties include:• Review award packages for assistance awards and modification for completeness, accuracy, and compliance with BHA and USAID requirements for applications.• Draft award documents for agreements with Public International Organizations (PIOs) and Non-Governmental Organizations (NGOs), including grants, cooperative agreements, fixed amount awards, and award modifications. Junior Specialists will generally have an initial focus on unfunded award modifications for NGOs and new awards to PIOs.• Coordinate with BHA program staff and partners on award package issues, questions, and required corrections. Assist in responding to inquiries from AORs and grant applicants on status of awards.• Assist Specialists and relevant technical office staff in negotiating with BHA partners on the agreement terms and conditions.• Review and process post-award approvals for the Agreement Officer including, but not limited to, procurement of capital equipment and supplies, sub-award approvals, procurement of restricted goods and commodities, and disposition of equipment and supplies.• Asist in tracking agency and bureau-wide waivers, exceptions, deviations, and special conditions for countries in the incumbent’s team portfolio. • Support the drafting of A&A award documents and negotiation memorandums, compiling and performing completeness reviews of award supporting documentation, and negotiation of award terms in coordination with relevant technical office staff.• Assist with other matters related to A&A award administration and closeout.• Assist with filing and compliance with applicable record keeping rules and regulations.• Enter award data into USAID/BHA’s Abacus, GLAAS, and ASIST systems.• Perform other duties and tasks delegated by the Team Lead or Deputy Manager, as needed.For Jr. Specialists assigned to Acquisition - Personal Services Contractor (PSC) support, additional duties include:• Perform data analysis and reporting on USPSC contract portfolio, including dashboards.• Assist with the timely closeout of PSC contracts in accordance with all applicable laws, ADS 309, USAID regulations and policies• Provide Acquisition and Assistance (A&A) administration support to the Contracting/Agreement Officer and the cognizant technical office staff, such as maintaining A&A files, acting as a principal point of contact; preparing A&A instrument modifications for review and approval of the Contracting/Agreement Officer; tracking specific relevant information regarding each A&A instrument; monitoring implementor’s performance and compliance; A&A terminations; debt collection; and A&A closeout(s).• Notify and responding directly to inquiries from technical office staff regarding A&A administration actions needed to include, but not limited to: Availability of funds and required funding actions: Security clearances and dates of required security clearance actions; Medical clearances;• Enter award data into GLAAS, and ASIST systems.• Perform other duties and tasks delegated by the Team Lead or Deputy Manager.Our application process is quick and easy!Qualifications

of relevant experience;• Demonstrated attention to detail in past roles or education;• Excellent communications skills – written and verbal;• Ability to obtain and maintain a minimum of a USG-issued Secret-level Security Clearance for the duration of your employment on this contract.Preferred Qualifications: •

of relevant experience with administrative assistance in a non-governmental organization, non-profit, or development organization; •
