About Harris County Flood Control District:The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.What you will do at Harris County Flood Control District:Harris County Flood Control District (District) is seeking a qualified candidate for the role of Environmental Quality Section Lead.Reporting to the Environmental Services Department Manager, the Environmental Quality Section Lead will be responsible for assisting the Environmental Services Department Manager in managing Municipal Separate Storm Sewer (MS4) compliance activities, including stormwater quality monitoring, design of environmental enhancements, and other environmental research areas.Essential Duties and Responsibilities:Implement site stability and revegetation elements in compliance with TPDES MS4 permit requirements.Manage and design plans for planting contractors to construct wetlands for stormwater treatment and enhancement.Develop and maintain District prairie restoration and management program.Ensure compliance with federal, state, and local environmental laws, rules, and regulations for water quality.Provide project management for environmental research and investigations and other projects, as required.Maintain communications with public environmental organizations.Manage consultants as necessary to perform designated tasks.Request and review proposals and bids and provide oversight of work to be completed.Provide quality control and quality assurance of deliverables received from consultants and contractors.Coordinate with other District staff, other local governments, State and Federal governments and non-profit organizations to initiate joint use projects for Flood Control District facilities.Serve as liaison between Flood Control District and public and private organizations for ongoing projects to ensure maximum greening of Flood Control District practices.Coordinate Environmental Quality Section product consistency by reviewing documents, as necessary, and standardization of processes/procedures.Track projects in District's applicable project tracking database.Coordinate updates of stormwater quality guidance manuals and reference tools, as needed.Assist with Planning Division and Flood Control District projects, as needed.May be required to coordinate tasks for other staff.Perform other duties that may be added or changed as the course and scope of the job directs.Harris County is an Equal Opportunity EmployerIf you need special services or accommodations, please call (713) 274-5445 or email
