Leidos is looking for a COMSEC Custodian to be part of a dynamic team of network engineers responsible for providing ongoing operations, maintenance, optimization and implementation of mission network infrastructure. The COMSEC Custodian will be responsible for a large number of COMSEC material for the WMA, CONUS and overseas locations. This position will require the COMSEC Custodian to take initiative to learn the complexities of a large program and be a self-starter with the ability to work independently and in team environments.

As a COMSEC Custodian, duties and responsibilities will include:
  • Ensuring all COMSEC material issued to and held by the COMSEC Custodian is safeguarded and controlled in accordance with current regulations.
  • Maintaining the COMSEC account files and preparing and submitting accounting reports to the Central Office of Record (COR) as required.
  • Ensures new or additional COMSEC material is properly requisitioned in accordance with department directives.
  • Conducting or supervising inventories, and correcting any deficiencies as required by the COR.
  • Ensures all mandatory software upgrades are made to COMSEC equipment as required and directed by COR.
  • Configure and troubleshoot COMSEC equipment and perform rekeys.
  • Ensures COMSEC material is issued only to appropriately cleared or authorized individuals who's duties require it and advising them of their responsibility to properly safeguard and control COMSEC material.
  • Maintaining records of all COMSEC material issued to users on hand receipts.
  • Initiating organizational procedures ensuring individuals do not leave the organization without first returning or destroying COMSEC material issued to them on a hand receipt.
  • Ensures any COMSEC material is properly packaged for transportation and all received packages are examined for evidence of tampering. Making transportation arrangements and ensuring only authorized means are used for transporting COMSEC material in accordance with Section XIV, Transportation of COMSEC Material.
  • Ensures COMSEC material received or transferred by the account agrees with material listed on the accompany transfer report.
  • Ensures any COMSEC incidents are reported in accordance with the requirements of the COR.
  • Ensures the COMSEC account holds only mission essential COMSEC material. COMSEC equipment must reconcile at quantity levels to an approved authorization document, where applicable to prevent retention of excess material.
  • Training users in proper procedures for safeguarding and controlling COMSEC material.
  • Works with COMSEC users to ensure there is a continuing requirement for specific key or if no requirement recommending to the Controlling Authority or Command Authority that the account be dropped from distribution of that specific key.
  • Provides COMSEC local element support to assigned locations, which includes managing COMSEC hardware/software assets and key inventories, loading keys into encryption devices, installing, configuring, troubleshooting, upgrading, removing/replacing faulty equipment, and following prescribed procedures and processes related to COMSEC.
  • Documenting work activities/details per established tools and processes; maintaining accurate site documentation.

Required Qualifications:
  • Active TS/SCI with polygraph.
  • Ability to satisfy a government-administered high-risk role medical screening.
  • Bachelor's degree and 12+ years' experience. Additional experience in lieu of degree.
  • Ability to implement processes and maintain accuracy of administrative documentation.
  • Knowledge of/experience with Cisco, Juniper and Linux.
  • Understanding of network transport devices attached to encryption devices to include routers, switches, and firewalls.
  • Knowledge of information security practices and devices.
  • Experience with current crypto devices/methods and COMSEC principles and practices.
  • Experience in network and network security design and installation.
  • Willing to travel to local WMA site locations, as necessary.
  • Experience effectively communicating at senior levels within a customer organization.
  • Self-starter with the ability to work independently and in team environments.
  • Ability to be flexible and adaptable to changing situations and project priorities.
  • Ability to work in a fast-paced environment while managing multiple projects simultaneously.

Pay Range: Pay Range $108,550.00 - $196,225.00
