Position Description

S2Technologies is currently sourcing for qualified candidates to join our team. We are looking for candidates with training and experience performing as a Capture Manager. The ideal candidate will manage selected opportunities and develop bid, pricing, teaming, and proposal strategies. After the company formally decides to pursue a qualified business development lead, acts on behalf of the opportunity's executive sponsor, and with a multi-disciplinary team, develops the capture strategy, identifies the resources required to pursue the bid, and establishes any infrastructure or processes required.

Plans and manages their execution; effectively plans and manages proposal efforts to win contracts. Responsible for contract wins, and losses, responsible for overcoming obstacles that stand in the way of a contract win. The candidate is expected to perform responsibilities, via management of indirect, matrixed internal and external resources.

Required Knowledge, Skills, and Abilities

Organizes, plans, directs, and coordinates the overall proposal effort, by taking an active, hands-on, developmental role in all facets of proposal development (including development of appropriate reality models with management and the pricing staff, identification of and development of risks and risk-mitigation strategies, analysis of the company's competition and formulation of plans to develop and maintain advantage, and monitoring the status of proposal development to ensure progress toward the defined schedule.

Works with B/D Leadership and Program Managers to develop capture strategies, call plans, and focused presentations and reports to prospective clients.

Meets and confers with line and BD management and prepares reports regarding the status of specific proposal activities and problems, issues, or conflicts requiring resolution.

Markets, captures, and secures programs within the federal government market, and ensures compliance with RFP/RFQ requirements and the Federal Acquisition Regulations.

Works with business development (BD) leadership to identify new business opportunities in line within the core competencies of MTC's operating groups (currently three).

Works with BD Leadership, Program Managers, and Proposal Managers to research, target, and qualify business opportunities and leads within the federal market sector.

Performs the opportunity research and qualification part of the business development cycle (accomplished using existing and to-be-developed customer base and business contacts, built over tenure as a business development professional).

Works with BD and operations teams to develop business cases and present compelling arguments for pursuing new opportunities.

Cultivates and manages teaming arrangements were identified for specific opportunities.

Oversees and works with a dedicated proposal manager to develop responses to RFPs.

Knowledge, Skills & Abilities

3 years' (recent) experience performing business development and marketing in the federal market sector, with market knowledge in at least two (and preferably more) of the following areas: server and network technology, client/server environments, software applications, and/or data/systems security

Proven experience creating and capturing 8(a) and other small business sole sources and setting aside opportunities.

Proven track record in capturing programs ($5M+) and developing winning proposals and managing proposal activities, including creating proposal outlines and writing proposals, strong project management skills, experience working on proposal development teams, and managing indirect and matrixed resources. Extensive knowledge of and familiarity with networking, computer, and information systems technologies. Proficient in using the Microsoft Office suite of products, particularly Word and Excel.

Must understand and be highly proficient in the federal government products, systems, and services procurement processes, and have full working knowledge of federal procurement regulations (the FAR and Agency Specific Supplements).

Demonstrated capability for solving problems with the company's competitive positioning, analyzing opportunities and appropriately assessing their value to the company, developing capture plans, teaming relationships, and marketing strategies for specific programs or opportunities, evaluating solicitations, and appropriately defining resource requirements and budgets.

Excellent analytical, presentation, and problem-solving skills.

Detail-oriented and meticulous, with proven organizational and multi-tasking skills.

Proven skills at establishing professional and dependable working relationships with customers, technical staff, managers, and peers.

Demonstrated excellent communication (verbal and written, including editing) skills with all levels of the company and with customer management.

Must have experience in professionally interfacing with senior management and selling the opportunity pursuit effort.

Excellent teamwork, and interpersonal skills, with the ability to help appropriately resolve staff productivity, performance, or other related problems.

Strong work ethic, self-starter, able to work independently and with minimal supervision, and willing to take on challenges.

The incumbent must have the ability to meet deadlines, set priorities, manage time effectively, and work in a dynamic, fast-paced, high-pressure environment.

Education

Bachelor's degree, preferably in an IT or computer-related field, with 3-5 years' general and progressively responsible experience in business development and IT services program capture, working as a capture manager, business development professional, or IT services marketing and sales, with general knowledge of the proposal development process, and direct experience and proficiency in analyzing RFPs, opportunity synopses, and Statements of Work. The ideal candidate will seek out opportunities, requirements, and bid evaluation criteria to develop the most effective strategies, perform mathematical/financial analysis, and assess the quality of all work, and the completed proposal.
