Working as a member of the dynamic Sacramento-based California Government Affairs team, this position joins a statewide network of professionals dedicated to our mission: to eliminate Alzheimer's disease through the advancement of research; to provide and enhance care and support for all affected; and to reduce the risk of dementia through promotion of brain health.

The California Advocacy Manager position is responsible for working collaboratively with Public Policy and Advocacy staff and volunteers for the five California chapters to develop and implement a coordinated strategy for engaging California's elected and appointed officials at the state and federal level. The manager serves in a key liaison role, overseeing all aspects of our grassroots state legislative advocacy program. This role also supports chapter staff in their work with volunteers working to engage California's Members of Congress.

This position organizes and executes the annual state advocacy day and participates in the D.C. Forum. The manager also performs core executive-level support functions to ensure the State Policy Office complies with both internal and external requirements, including Fair Political Practice Commission (FPPC), Alzheimer's Impact Movement (AIM) lobbying reports; and Quorum bill tracking and monitoring.

ESSENTIAL JOB FUNCTIONS

Advocacy Management (50%)

Serve as primary point person for the five California chapters for all aspects of Alzheimer's State Champions (ASC) program.Develop and implement criteria to identify priority state legislators.Establish policies and procedures to link volunteer advocates with priority state legislators, including volunteer onboarding, continuous training, and ongoing support.Build and maintain a system to track and monitor priority legislators and assigned ASCs.Lead monthly ASC webinars, including facilitation, agenda development, materials, speakers, technology, and follow-up.Lead regular 1:1 calls with each of the chapter public policy managers to monitor progress and troubleshoot local issues.Represent California on regular national, state, and local internal communication channels.Actively engage ASC in advocacy actions, deploying resources individually, by chapter, region, and statewide to volunteers under tight deadlines.Responsible for one volunteer appreciation event each year held jointly with all five chapters.Develop and implement strategies for using State Policy Office advocate/constituent management activation tools, e.g. Luminate, Phone2Action, New/Mode Alzheimer's Impact Movement (AIM), social media channels, and other methods to maximize grassroots impact.Assist in preparing volunteer and staff witnesses for legislative testimony and public hearings.Coordinate with Marketing/Communications team on digital advocacy and social media opportunities, Letters to the Editor, and other public awareness activities.Enter and approve all AIM state actions.Coordinate with chapter public policy managers on volunteer Ambassador coverage for California's Congressional delegation as needed.

Event Planning (30%)

Manages largest annual state advocacy day in the chapter network.Manages all vendor relations, budget, and contracts.Responsible for scheduling, confirming, and following up on 120 legislative meetings.Oversees registration and payment process for approximately 250 individuals.Develops official schedule of events and finalizes advocate teams and legislative visit schedules.

Federal and State Government Relations (10%)

Support Quorum bill tracking and monitoring program as well as California's LegInfo database and CapitolTrack system.Liaison with the federal affairs staff team in Washington, D.C. to effectively communicate federal priorities to California staff, volunteers, and community members.Actively monitors year-round legislative calendar, generating daily bill and committee reports.Liaison to elected and appointed state government officials and their key staff, providing ongoing communication with offices (phone calls, emails, scheduling requests, letters, capitol office "drop by's" and in-person meetings).Provides support to California Government Affairs Director and VP of Public Policy with committee hearings and stakeholder convenings.Conducts independent research and collects data on policy topics for reports, collateral materials, and presentations.Produces legislator collateral/"leave behind" materials and volunteer advocate training materials.Coordinates all volunteer advocate scholarship applications, approvals, and payments as vendors.Evaluates advocacy day event and legislative visits, producing reports and analysis to inform future planning and budget.Responsible for one additional Alzheimer's and Brain Awareness Month (ABAM) affinity event each year held jointly with the State Legislature or State Government.Supports California delegation in annual D.C. Forum trip.

Administration (10%)

Provide administrative support to the State Policy Director, VP of Public Policy and assists in managing statewide government relations operations.Develop systems, policies, and procedures to ensure efficient workflow and timely completion of tasks on or before deadline.Coordinate logistics, travel, catering, and communications for statewide conference calls, webinars, and events.Performs other projects and duties as assigned.

KNOWLEDGE, SKILL, EXPERIENCE and EDUCATION REQUIREMENTS

Bachelor's degree in public health, health policy, political science, government, communications preferred or related job experience.3-5 years of experience working in event management, volunteer management, community organizing, or grassroots advocacy, preferably with non-profit organizations.Demonstrate a high degree of professionalism, initiative, and independence while supporting the State Policy Office.Exceptional customer service skills.Excellent written and oral communications skills required.Familiarity with social media and with ability to monitor external sites and provide content for internal sites.Demonstrated competence in appropriate computer software and data management tools (Word, Excel, PowerPoint, and Google Apps).Experience with the California State Legislature or Governor's Administration preferred.
