Overview

The

Senior Program Analyst

will provide DoD Acquisition Workforce support to the Naval Sea Systems Command (NAVSEA) Naval Systems Engineering & Logistics Directorate (SEA 05), SEA 05 Executive Director (SEA 05B), and the Chief of Staff. The Senior Program Analyst will serve as the Subject Matter Expert (SME) with oversight responsibility for data collection, review and analysis, metric-based reporting to include organizational programs/projects. The Senior Program Analyst will evaluates the effectiveness and efficiency of SEA 05 initiatives, programs and operations. Assignments involve analysis of SEA 05 personnel data and data systems, workload demand and workload forecasting (to include data modelling and quad chart analysis). In conjunction with SEA 10, the analyst will manage the DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) support for SEA 05.

What will you do?

Support developing, drafting, and maintaining AcqDemo policy and business rules that align with Federal Register, and DoD Civilian Acquisition Workforce Personnel Demonstration Project Operating Procedures. Provide feedback and review all draft AcqDemo policy and business rules as required. Develop and support the Position Requirement Documents (PRD’s) standardization to include converting existing NAVSEA position descriptions (PDs) and classifying PRDs. Ensure completion of PRD’s for all remaining converting positions across SEA 05. Provide guidance to SEA 05 Human Resources (HR) personnel in administering HR personnel actions related to transition to AcqDemo and Federal Register updates. Such actions include pay setting, classification, recruitment and placement, performance management, training, and labor management and employee relations. Provide additional training for SEA 05 employees in AcqDemo policies and procedures as required by the NAVSEA AcqDemo Project Manager. Training includes supervisory, employee, contribution planning, self-assessment writing, pay pool tabletop exercises, and make-up sessions. In conjunction with SEA 10, the incumbent will assist with the development of training materials and distribute them to SEA 05 workforce as required to support successful conduct of training events.

Do you have what it takes?

Must have a DoD Secret clearance. Bachelor's degree required. Master’s degree preferred. 10 years' experience in support of federal government senior executives; 15 years preferred. NAVSEA experience preferred. Highly motivated individual capable of working independently and in teams. Must be extremely knowledgeable and have hands-on experience with Compensation and Appraisal Systems (CCAS) spreadsheets and the CAS2Net system to provide guidance to all employees including SES level directors.
