Under the direction and supervision of the Superintendent, the Chief Human Resources Officer serves as chief administrator responsible for the effective administration and coordination of the Human Resources Department, employer-employee relations, operational policies and regulations, and other related functions.Job Functions:Assists the Superintendent substantially and effectively in the task of providing leadership in developing, achieving, and maintaining Human ResourcesAdministers and supervises the Human Resources DepartmentAdministers and supervises the recruitment, selection, assignment, and related functions for certificated, classified, and management personnelServes as Chief Negotiator for the DistrictAdministers and supervises the employer-employee relations to include negotiations with certificated and classified bargaining units and contract managementAdministers the evaluation of all classified personnel in order to ensure that proper and agreed upon procedures are followed and deadlines are metAdministers Title IX compliance for the districtAdministers and supervises the budget for Human ResourcesAssists in the development of policies and coordination of the execution of adopted policies, regulations, procedures and guidelines related to Human ResourcesSecures legal interpretation on personnel issuesSupervises personnel as the Superintendent may assign either temporarily or regularlyServes as a member of the Superintendent’s CabinetAttends Board meetings and prepares such reports for the Board as the Superintendent may requestServes on various staff committees as the Superintendent may requestMaintains a strong knowledge of laws and regulations relative to personnelWrites and speaks effectivelyWorks effectively with staff, community, government organizations, and news media to promote progress of the DistrictResponsible for establishing a climate in the Human Resources division conducive to appropriate conduct, performance, attitude, and job satisfaction.Researches effectively and presents understandable reports on information learned from research.As requested, serve as spokesperson for the District; respond to media inquiries in print and broadcast; prepare press release and maintain positive working relationships with reporters and editorsProvide experienced, professional counsel to the Superintendent, District administrators, District employees, media, and the community when sensitive communication questions ariseSupport communication efforts of individual schools by providing practical advice on effective communication techniques, both for school-to-home communication and communication with the media and community-at-largePerforms other duties as assigned by the SuperintendentKNOWLEDGE AND ABILITIES:Knowledge of:Modern principles and practices of public school personnel administration in areas of evaluation of certificated and classified employees, recruitment, classification, wage and salary administration.Federal, State, and District laws, regulations and procedures governing school personnel administration.Collective bargaining legal requirements and negotiations procedures.Staff supervision, staff development and effective management techniques.Brown Act procedures.Budget planning and monitoring.Applicable Education Code rules and regulations.Ability to:Provide effective visionary leadership and strategic planning to focus human resources towards the primary goal of outstanding quality education for students.Supervise, evaluate, train and coach personnel.Establish and maintain cooperative and effective working relationships with staff.Communicate effectively both orally and in writing.Demonstrate leadership skills to manage the human resources department by maximizing the skills and talents of the staff.Operate a variety of equipment including desktop computers, laptop computers, printers, and handheld units.Set priorities which accurately reflect the relative importance of the tasks to be completed.Work independently and follow through on assignments with minimal direction.Work as part of a team and collaborate with others.PHYSICAL ABILITIES:Visual ability to read handwritten or typed documents, and the display screen of various office equipment and machinesAble to conduct verbal conversation, write, and read in EnglishAble to hear normal range verbal conversation (approximately 60 decibels)Able to sit, stand, stoop, kneel, bend, and walkAble to sit for sustained periods of timeAble to climb slopes, stairs, steps, ramps and laddersAble to lift up to 25 poundsAble to carry up to 25 poundsAble to operate office machines and equipment in a safe and effective mannerEMPLOYMENT STATUS:Classified Management PositionSalary Range:

Experience within a school district is preferred.Two (2) years of supervisory experience is required.Licenses, Certifications, Bonding and/or Testing:TB ClearanceDrug/Alcohol ClearanceValid Driver's License with acceptable safe driving recordCriminal Justice Fingerprint Clearance
