The Town of Nags Head is looking for a motivated Code Compliance Officer to join our team! This position is responsible for enforcing various zoning, land development, Coastal Area Management Act (CAMA) and nuisance abatement codes, addressing situations that are or may become a detriment to the health and well-being of citizens. The emphasis of the work is on investigating code complaints, proactively finding and mitigating violations, writing up reports of findings, and advising contractors and/or citizens of zoning and building regulations to prevent property and housing deterioration.

Responsibilities

Monitors, investigates and resolves violations of Town and State ordinances and codes and works to bring them into compliance through the use of on-site meetings, emails, phone calls or by issuing written warnings, notices of violation and/or civil citations.Administers or assists in the administration of the Unified Development Ordinance (“UDO”); including various chapters related to outdoor events, beaches, businesses, building regulations, environment, and flood control.Generates weekly, monthly and annual reports related to code compliance activities.Reviews and issues CAMA minor permits, exemption letters, and sand relocation authorization letters.Reviews site plans, soil erosion and sedimentation control plans, landscape buffer plans, lighting plans and performs on-site inspections during active construction, and maintains thorough records.Provides information and assistance to other departments and co-workers with regard to zoning, CAMA and Town Code questions.Assists building inspections staff with trade inspections at level DOI certifications allow.Assesses damage after storms or other events and serves as member of Disaster Assessment Team.Performs related duties as required.

Knowledge, Skills, and Abilities

Considerable knowledge of municipal ordinances related to zoning, land use, subdivision development, minimum housing, CAMA, soil erosion and sedimentation, nuisance abatement, and general code of ordinances.Knowledge of governmental laws, programs, building inspections and services related to the local code enforcement processes and procedures.Knowledge of the principles, practices and methodology involved in planning, land use issues, zoning and design.Knowledge of effective oral and written communications techniques when interacting with the public, contractors, property owners, and others.Knowledge of the purpose and use of common office-based technology such as programs for work processing, printing, and database management.Skill in collaborative conflict resolution, teamwork, and customer service excellence.Ability to identify problems and errors in construction and procedures for corrections.Ability to interpret and explain local ordinances, rules, and regulations including technical plans and drawings related to specific ordinances.Ability to establish and maintain effective working relationships with employees, elected officials, contractors, developers, property owners, and the general public.Ability to communicate effectively, both orally and in writing; ability to apply tact, courtesy, and judgment when interacting with contractors and the public.Ability to document and complete required records and reports.Ability to testify in court regarding work performed and interpretations of the various codes and ordinances.

Physical Requirements

Must be able to physically perform the basic life operational functions of standing, stooping, kneeling, crouching, crawling, reaching, walking, pushing, pulling, lifting, fingering, talking, hearing, and repetitive motions.Must be able to perform medium work exerting up to 50 pounds of force occasionally; and/or up to 20 pounds of force frequently; and 10 pounds of force constantly to move objects.Must possess the visual acuity to prepare and analyze figures, do extensive reading, use measurement devices, operate a motor vehicle, and perform building inspection tasks.

Desirable Education and Experience

Graduation from an accredited community college with an associate’s degree in construction technology or related field preferred and some experience working in code enforcement; or an equivalent combination of education and experience that provides the requisite knowledge and skills.

Special Requirements

Possession of a valid North Carolina driver's license.Certification as CAMA Local Permit Officer in timeframe specified by the Town.Interest in obtaining Level I Building Certifications preferred.

Storm Duties

This position is classified as essential personnel and must maintain duty assignment in adverse conditions.
