BRIEF DESCRIPTION OF DUTIES:

This position is located in the Office of the Chief Financial Officer, Office of Financial and Operations Systems (OFOS), Office of Pay and Retirement Services (OPRS), Special Pay Unit. The incumbent oversees the activities of several OPRS payroll units including the Control and Garnishment Unit, Supplemental Pay Unit, and the Special Pay Processing Unit with responsibility for payroll preparation/processing and one or more related responsibilities such as tax reporting, benefits-records administration, wage attachment, and/or payroll maintenance. Duties include but are not limited to: providing oversight for special payroll operations; employing analyses and projections to determine immediate program needs and deficiencies; providing recommendations; developing standard operating procedures; and serving as subject-matter expert on the resolution of difficult and complex special pay issues. Performs other related duties as assigned.

Minimum Qualifications

Five (5) years of progressive work experience performing related duties and responsibilities such as: overseeing the management and maintenance of payroll systems including the processing of payments and wage attachments; identifying and recommending solutions to improve payroll operations and resolve escalated issues. Incumbent must have experience working with PeopleSoft HCM or similar automated payroll/human capital systems and expert knowledge of pay legislation. In addition, the incumbent must have at least one (1) year of work experience supervising lower-level staff.

Specialized Experience

Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.

SALARY REDUCTION OF REEMPLOYED ANNUITANTS:

An individual selected for employment in the District Government on or after January 1, 1980, who is receiving an annuity under any District government civilian retirement system, shall have his or her pay reduced by the amount of annuity allocable to the period of employment as a reemployed annuitant.
