Provides routine to moderately complex technical consulting and support services for defining, developing and improving functional or business processes to meet user and organizational needs. Works with departmental management and staff to define problems and management requirements. Serves as a liaison between County department users, vendors, contractors, consultants and the information technology department in order to provide technical solutions to meet user needs. Essential Duties Acts as IT Project Lead for technology projects, typically coordinating most aspects of the project life cycle.Manages vendor relationships, including being the primary vendor contact, managing communication between internal staff and the vendor, overseeing task management, and providing status updates.Coordinates all aspects of meetings including scheduling, facilitating, identifying participants, creating agendas, and capturing meeting notes and tasks.Manages tasks assigned to internal and vendor staff, which could include business and/or technical tasks. Maintains a list of tasks, task owner, due date, and any applicable notes. Ensures tasks are completed on time.Gathers, documents and analyzes business processes; recommends changes and facilitates communication between departments for shared solutions.Supports and helps plan software implementation activities including change management, configuration, user acceptance testing and training, helping where necessary to meet the goal of a successful go-live.Assists departments with defining functional and technical requirements when procuring new solutions to ensure the software solves the business problem and integrates with existing systems.Documents technical specifications for internal and third-party application development; works with the IT staff or vendor and stakeholders throughout the development effort to ensure appropriate project scope is maintained.Collaborates with stakeholders to identify needs and document requirements for existing system enhancements.Understands each department's long-term strategy; assists with planning for enterprise-wide application deployment and development of legacy systems.Maintains a comprehensive understanding of all County systems, having a clear understanding of their capabilities and how they interact to identify additional integration opportunities.Assists departments with business process evaluation and documentation.May perform other duties as assigned. Position RequirementsBachelor's degree in computer science or closely related field, with two years of related work experience in customer relations, business system analyst, desktop support, project management or database administration Or, Associates degree in computer science or closely related field, with six years of related work experience in customer relations, business system analyst, desktop support, project management or database administration. Ability to obtain Information Technology Infrastructure Library Version 3 (ITIL V3) Foundation Certification within 1 Year of employment. Must be able to pass FBI criminal background fingerprint check, and have the ability to comply with state and federal requirements for criminal justice information security standards. The physical requirements of the job include the ability to sit, talk, kneel, bend at both the waist and knee, reach with the arms over the head, and hear, both on the telephone and in person, using regular conversational tones; vision requires the ability to focus and read printouts, computer, screens, and other written material.
