Devoted to providing technical support, administration and maintenance/management of a department's technology systems and equipment, including user/technical support, data/database management and data extraction/analysis. Supervise and/or serve as the primary and lead administrator of a department's information technology system(s) and/or oversee technology support for a department. May supervise a team of non-exempt support staff, supervise temporary staff, lead professional staff, or supervise two or more professional staff. Responsible for serving as a designated subject matter expert, performing complex analysis and providing technical leadership for a department's information system. Decision making includes providing management objectives, establishing work goals and objectives of a unit to carry out management direction, and selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction.
Primary responsibilities will include serving as the subject matter expert and technical lead , collaborating with and under the direction of, the Business Systems Manager, in the ERP implementation from MUNIS to Oracle Fusion, including recommendations for system configuration, data conversion and reconciliation, training, and documentation. Position will also be responsible for reviewing data for accuracy and quality; researching, analyzing, and updating data; assessing business needs; configuring systems; responding to user requests; troubleshooting systems or network issues; writing reports and queries; administering servers or networks; installing and configuring updates; backing up data; configuring access; and performing related duties, as assigned.
Duties/Responsibilities
Performs complex analysis and provides technical leadership for a department's information systems; coordinates technology support and the design, installation, and modification of hardware, network, and software solutions; plans, assigns, and evaluates work; trains staff; manages and assigns projects; and assesses business and technology requirements.
Plans and implements process improvements; and ensures operational efficiency, system integrity, and compliance with contracts and applicable regulations, standards, policies, and procedures.
Coordinates the preparation of, and prepares, maintains, reviews, and/or submits policy, operational, financial, and related reports, records, user guides manuals, contracts, agreements; designs and manages databases and systems; researches, analyzes, compiles, extracts, digitizes, and/or reviews data; reviews work and the work of others for accuracy, completeness and compliance with contracts and applicable regulations, policies, and procedures.
Manages procurement processes; researches and evaluates products, services, and processes; reviews and approves expenditures; orders supplies; researches, analyzes, and reports on financial, vendor and operational information; prepares cost estimates and financial forecasts; prepares maintenance schedules; inspects and tests systems and equipment to determine purchase or replacement needs; and makes budget and procurement recommendations.
Collaborates with Business Systems Manager, Department Management, City departments, and/or external agencies; convenes, facilitates and attends meetings and conferences; prepares and makes presentations; provides training; provides subject-matter expertise and consulting; resolves issues; and conducts negotiations, as assigned.
As assigned, incumbents may serve as a lead worker, assigning work and monitoring work completion or supervise two or more non-exempt, temporary, or professional (exempt) staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.
Providing software and hardware support primarily for the ERP migration from MUNIS to Oracle Fusion, and other applications and equipment used by the Finance Department including banking-related software, as needed
Gathering and analyzing data; troubleshooting issues with functionality; modifying setup of software to accommodate ongoing changes in operations•Creating, developing, and editing reports which may include use of SQL, Access, Report Builder
3.0 or Oracle Fusion ERP specific report generating tools
Facilitating task team(s) for ongoing development and maintenance of systems within Finance.
Working directly with vendors to address complex system errors and/or issues.
Developing and facilitating training and documentation on Oracle Fusion applications specific to Finance.Minimum Qualifications & Experience
