Description:

Assist with examinations of financial records, processes, performance and internal controls. Evaluations, assist visits and inspections may be performed as part of a team or independently with oversight from the Comptroller's RE&A Branch Head.Assist in the documentation of financial management assessments and chart improvements throughout the year.Assist with analytical assessments of performance indicators to improve financial operations, policy development and audit readiness.Assist with updating assessment checklists, researching financial management (FM) regulations, providing post assessment recommendations, authoring after action reports, and preparing post-evaluation briefings.Perform follow-up evaluations for deficiencies noted during command evaluations and reviews.Assist in developing and updating business process documentation, capturing data, identifying business process control weaknesses, and testing.Support MARFORSOC's efforts in creating a training plan on pertinent FIAR related topics and provide training to MARFORSOC personnel.Work with stakeholders to ensure the training documentation required for all of MARFORSOC's fund control personnel is available, complete, and centrally maintained.monitor audit portals (both USMC's and USSOCOM's) for Provided by Client (PBC) requests, sample notifications, and follow up questions.Enter applicable information in the Comptroller's Outlook calendars (both NIPR and SIPR) and notify leadership immediately.Coordinate responses for PBC requests, audit samples, and follow up questions with applicable subject matter experts (SME).Conduct follow-up and monitor ongoing efforts with responsible parties to ensure timeliness and accuracy of sample transaction submissions.Review Key Supporting Documentation (KSD) provided in support of PBCs, sampling, and follow up questions.Ensure all KSDs packages are complete, validated, appropriately marked, and have had all PII or classified information redacted prior to delivery to external auditors.Act as the alternate audit liaison and assist with the coordination of audits, both internal and external to the command. Contractor shall coordinate site visit schedules, conference room reservations, security requirements, and transportation around the MARFORSOC compound.Assist with MARFORSOC's efforts to prepare, implement, and complete corrective action plans (CAPs) in areas identified by the auditors.Maintain a tracker of milestone due dates and completion status for all open CAPs.Provide weekly status report of open milestones.Recommend solutions to mitigate deficiencies for control activities, processes, supporting documentation and/or systems.Assist with MARFORSOC's Internal Control Program.Assist with maintaining MICP deliverable submissions and tracking.Assist with Entity Level Controls assessment for compliance with GAO's Green Book Principles.Assist with Internal Controls over Financial Reporting (ICOFR) process. Contractor shall perform risk assessments on business areas considered fraud risks such as: Fleet Cards, Purchase Cards, Travel, Time Keeping/Payroll, and Op Funds.Shall assist with a monthly reconciliation of financial systems users. Validate with current Command Alpha Roster to ensure rolls and access to MARFORSOC's information are still required.Assist with the preparation of annual reports, statements, and certifications.Job Requirements

Requirements:

Minimum 4 years of Marine Corps financial management experience with one of the following Military Occupational Specialties: 3451, 3404, 3408 - or - GS series 0501, 0510.Proficiency with Marine Corps and DoD financial systems such as: Defense Agencies Initiative (DAI), Procurement Integrated Enterprise Environment (PIEE)Defense Travel System (DTS), Global Combat Support System-Marine Corps (GCSS-MC), Oracle Analytics (DAI Reporting Tool), Advana.Completed training in fiscal/appropriations law.Skilled in assessing adequacy of source documents supporting financial transactions.Skilled in conducting financial evaluations and monitoring transaction reports.Ability to interpret financial management policies, processes and procedures.Proficient with Microsoft Office applications, including Excel, Access, PowerPoint, SharePoint, and Word.Education:

Bachelor's degree in accounting or related field (may be substituted for appropriate level of experience).Security Clearance:
