With more than 60,000 structures completed throughout our 130-year history, we have the global expertise and strategically-located operations to provide customers world-class storage solutions for even the most complex energy infrastructure projects.Overview:The PPL Subcontracts Specialist is senior member of the supply chain providing flexibility within the organization for responsible for not only developing, training, guiding and potentially leading a team of subcontracts staff, but may also have direct project accountabilities. This Professional role is designed as a medium-level manager to help develop the candidate to reach the senior management level. Reporting to the Regional Management, this candidate interacts with localized Supply Chain, Operations, Accounting, and Engineering.Responsibilities:Typically supports large subcontract efforts of moderate to increasingly complex scope for local and international projects in an assigned regionAble to perform all commercial subcontract administration work, including assistance with high-volume subcontract packages from issued requests for proposals through the execution phaseEvaluate proposals, securing qualified bids and biddersResolves subcontract supplier problems related to quality, performance, and service level.Maintains subcontract records in accordance with established proceduresUnder minimal supervision, actively participates in managing and administering subcontracts engaged in construction activities for oil and gas-related projects.Identifies and certifies alternative suppliers to mitigate project disruption riskProvides technical support or functional support team to support projects.Facilitates communication between multiple departments within the Company and Contractors and manages all Contract documents, including the day-to-day pre-award and post-award administration of subcontracts on multiple oil and gas-related projects.Pre-award activities include qualifying potential bidders, assembling and issuing Invitation to Bid, and assisting with commercial and technical bid evaluations through contract award.Post-award activities will include finalizing and awarding contracts and daily administration during execution, including communications, invoicing, status reports, and contract closeout.Assisting with subcontracting strategy development for the Subcontracts Manager, ensuring all contracts are incorporated and negotiated to include the Project-required flow-down conditions to minimize Company risk.Responsible for the assigned subcontract packages for budget and cost, including monitoring expenditures on payment approval and changes and negotiating any disputes for the best position of the Company in accordance with the provision of the contract. Cost control is essential.Perform daily work completing subcontract documentation in compliance with procedures and including necessary approval documents, traceability, and close-out packages.Ensure all subcontract requirements, such as performance guarantees, insurance, and warranties, are properly secured.Deliver reports required by Project and Function on time for the Subcontracts Manager.Advise Operations on execution plans and issues.Proactively supports the companys values and culture, including diversity & inclusion goals and maintaining a healthy and safe work environment free of harassment and discriminationLocal Requirements:
This role routinely interacts with internal Operations/Project Management, Professional Staff, and Corporate Function Leads.Must be fluent in Spanish to support CSA projects.Prefer an older / experienced individual to guide, train, review, and mentor to help run a department by supporting younger managers coming up through the ranks.Experience in Mentoring would be beneficialField project experience would be a plus +JDE, TAP, iDocs, ISNetWorld, and Microsoft Planner all would be a plus +Key relationships with regional contractors (civil, mechanical, piping, E&I, paint, insulation, Etc.)Work Location: The Woodland, TX due to office moveQualifications:
5+ Yrs. In Supply Chain; 5-10+ Yrs. Company or EPC industry commercial procurement, project management, subcontracts, contracting strategies, or contract management role related to oil & gas industry.Bachelors degree in construction, Project Management, Supply Chain Management, Business Administration, or equivalent experience.Experiences in executing subcontract temples, packages, bid evaluation, negotiating terms and conditions, or Subcontract development and management processes.Understanding and experience working with international customs and export control laws are highly preferred.Willingness to travel, if requiredSkills and Behaviors:
