BOUT THE ORGANIZATION
Provides engineering, survey and land services to the energy infrastructure marketplace. We provide a broad range of services critical to the initial phases of projects, right through completion and documentation. These services include: process, civil, mechanical and I&E engineering, project management, survey and mapping, and Right-of-Way acquisition. We have expertise and experience in both long linear projects as well as single-site facilities. Our clients are developers and operators of oil and gas pipelines and electric transmission lines.

Currently, we have offices in Massachusetts, Texas, Maine, West Virginia, Florida, Ohio, Connecticut, New Hampshire, New Jersey, Idaho, and Ontario. ROW Specialist
POSITION REQUIREMENTS
ESSENTIAL FUNCTIONSReasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
Perform the more difficult and complex ROW and other property-related work necessary for ROW acquisitions.Evaluate ROW and other property-related issues and develop and recommend solutions.Review and interpret plans and specifications; make ROW and other property-related recommendations for compliance with District standards.Respond to technical questions regarding ROW and property-related issues.Work closely with survey crew, plan review staff, and ROW personnel in determining accurate measurements and resolving field problems as they arise.Contact other agencies and utilities to review and resolve problems relating to ROW or other property issues.Investigate properties regarding ownership, restrictions, zoning, easements, etc.Prepare in-house valuations and estimates and review appraisals prepared by consultants for the acquisition of easements.Gather and analyze data, prepare reports, legal descriptions, and documents relating to and negotiate with property owners to acquire easements, rights-of-way, licenses, permits, leases, and other property rights.Coordinate with other staff, management and legal counsel regarding complex property rights issues including eminent domain proceedings.ssist in the development or revision of policies and procedures related to ROW and other property rights issues.ssign project work to ROW staff as appropriate; train and instruct less experienced personnel in project acquisition work.Interact with clients via meetings, phone, e-mail or direct contact.lthough not the primary responsibility of this position, when needed, a Senior Acquisition Specialist has the ability to perform the responsibilities identified in the Acquisition Specialist job description.Perform other duties as assigned.
WORK ENVIRONMENTWork is performed in multiple facilities as business needs dictate.Office work may include prolonged seated tasks, extended keyboarding, and use of computer screen.May be requested to work overtime and weekends.Position requires travel (expected to be 90%); valid driver's license and acceptable DMV record required.
PHYSICAL REQUIREMENTSThe employee is regularly required to stand, walk, use stairs, use hands, reach, talk and hear.The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.Specific vision abilities required by this job include close vision, distance vision, depth perception, and the ability to adjust focus.
KNOWLEDGE, SKILLS AND ABILITIESDemonstrate the ability to perform all key qualifications of an Acquisition Specialist.Capacity to conduct and participate in meetings with senior management.The ability to make decisions and find alternative solutions to problems.The ability to work and communicate effectively with all levels of co-workers, clients, and other external contacts.REQUIRED EXPERIENCE AND EDUCATIONTwo to twenty years of acquisition and negotiation experience, preferably related to transmission easement acquisitions including oil, gas and electricity.Experience in real estate research including ownership, property description, zoning, land use planning and generating supporting documentation.Experience with Federal and/or Federally-funded projects a plus.Must have a current real estate license.
